Vert, a harp Or sustained by a domestic cat rampant argent and on a base embattled Or 3 vert
Iago ab Adam at 2019-05-06 22:04:34
We need more info on the relative positions of the primary charges. The name of the charges on the base is missing. And we spell out numbers.
Vert, in fess a harp Or sustained by a domestic cat rampant argent and on a base embattled Or three viols vert.

Looking closer at this, I'm not sure if this is quite rampant. Perhaps 'statant erect'?

Agree with all of Iago's comments. No conflicts found. Nitpick: none of the fiddles should be touching the edges of the base, even if it means slightly reducing the size of the upper two.
Iago ab Adam at 2019-05-07 11:18:22
I should also mention, I think 2 embattlements is too few.
Michael Gerard Curtememoire at 2019-05-12 21:11:52
Probably right. I believe we've gone almost as minimal with a few chiefs, though not quite, and those have drawn artist's notes.

(Fieldless) A mullet of 4 points within and conjoined with an annulet per saltire azure and argent
Iago ab Adam at 2019-05-06 22:43:55
Spelling out the number, and changing 'with' to 'to':
(Fieldless) A mullet of four points within and conjoined to an annulet per saltire azure and argent.
Gawain of Miskbridge (Green Anchor) at 2019-05-07 11:13:59
This is not going to work displayed on an argent background. Agree with Iago's reblazon. No conflicts found.
Magnus von Lübeck at 2019-06-04 22:40:02
But it works as Fieldless.
3: Padric O Mullan -New Badge

(Fieldless) A toad sejant affronty azure attired of a ram's horms Or.
Iago ab Adam at 2019-05-07 10:26:16
I believe this is a disallowed posture, as per the January 2018 Cover letter:
Therefore, after the August 2018 LoAR, use of the posture sejant erect affront will be a step from period practice for non-lions, whether winged or not. All other affronty postures for quadrupeds will be disallowed after the August 2018 LoAR unless documentation is provided.
Vémundr Syvursson at 2019-05-16 11:32:26
So much for some gentle's attempt to registry a "horny toad"...
Magnus von Lübeck at 2019-06-04 22:13:52
A frog can be drawn sejant erect affronty. A redraw reduces this to a step from period practice.
Consider Karl Ulfson registered in May of 1983 (via the Middle):
"Argent, a frog sejant affronty azure."
Does the addition of the ram's horns grant a DC? Recent precedent has not provided any guidance.
Gawain of Miskbridge (Green Anchor) at 2019-05-07 11:14:20
No conflicts found, which makes no difference given the disallowance cited by Iago.
Thanks to Villana for her assistance with these.
