Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 26th day of October, A.S. LII (2017 CE), does the Honorable Lord Gauvain Eisenbein send greetings on behalf of Master Angus Reid MacFarlane, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for October, 2017. This Letter contains all complete submissions received by Castle Herald between September 2 and October 1.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by November 14th, 2017. The next online Rampart meeting will be held November 15th, 2017. As a reminder, the College of Arms requests commentary on all items, including appeals.

1: Bryngerðr þiðreksdóttir -Resub Name

Submitter desires a feminine name.

The previous submission, Bryngerðr Deotrichstochter, was returned on the June 2017 LoAR (http://heraldry.sca.org/loar/2017/06/17-06lar.html#Outlands_returns17) with the following: { Unfortunately, for multiple reasons, this name is not registerable as submitted. First, the Letter of Intent indicated that Deotrich was the registered name of the submitter's father. However, no attestation or supporting evidence was provided for this assertion. Therefore, Deotrich needed to be documented, rather than relying on the prior registration by the submitter's father.

Second, the pattern of appending -tochter to a father's name in the genitive case to create a patronymic does not appear in Appendix A for any language. Therefore, this pattern needed to be documented. It was not. Fortunately, at the Pelican decision meeting, Ælfwynn Leoflaede dohtor documented tochter as a High German patronymic marker, meaning "daughter," found as early as the 13th century.

The Letter of Intent documented Deotrich as a name appearing in a 9th century Latin document in a Moravian codex. In that era, the languages spoken in Moravia were primarily Slavic. Indeed, most of the other names found in the cited document are clearly Slavic in origin. Based on the submitted documentation, therefore, Deotrich must be treated as a North Slavic name.

Because a name phrase must be in a single language, the North Slavic Deotrich cannot be combined with the High German marker totcher. In addition, North Slavic elements cannot be combined with an Old Norse given name per Appendix C.

As we are unable to construct a byname that indicates that the submitter is the daughter of Deotrich, we are forced to return the name.

For a possible resubmission, the submitter might be interested to know that the Old Norse equivalent of Deotrich or Dietrich was Þiðrekr, which appears in Geirr Bassi's The Old Norse Name at p. 16. This name yields the Old Norse patronymic Þiðreksdóttir, which is compatible with the given name Bryngerðr.

[Drache] - [R&W] Cites the heading "Drake, Drakes, Drakers" on page 141, for Leuin Drache in 1066.

Academy of St. Gabriel Report 2924, Aryanhwy merch Catmael (http://www.s-gabriel.org/2924) gives Drache in 1357 in Frankfurt and Drache in 1356 in Baden.

The previous submissions, Ethan Drachenmacher and Argent, a demi-dragon gules issuant from a mount sable, were returned on the June 2017 LoR (http://rampart.outlandsheralds.org/2017-05-lop/1706-lor.html) with the following: {The name is returned for lack of proper documentation. The inclusion of a notation about another registered name with the desired surname is not documentation especially since it does not include the materials referenced which are needed. The documentation summary stated the notation was from the February 2008 LoAR - it is not nor is the notation found on the February 2005 LoAR when the surname was previously registered. It should be noted that the previous passage of a name/name element does not guarantee the passage of the same in the future. The submission came with other surname 'options', however, commentary and consideration are not given on the options so they are not considered viable. These options imply the submission was submitted in an incomplete state so the name is also being returned for being incomplete. Submitter is advised in the future to submit any documentation on letter sized 300 DPI jpeg scans instead of 1/4 page and 1/2 page sizes as those sizes are problematic for archival purposes.
