Per fess engrailed Or and vert, three drakkar sable and a kraken argent

The submitter's previous device was returned by An Tir in August 2018:

Eirikr Þióðreksson. New Device. Per fess engrailed Or and vert, three drakkar one and two sable and a kraken argent.

We are returning this device for style reasons, as it breaks the rule against "unity of arrangement." The issue is explained in this return from less than a year ago on the October 2017 LoAR:

Sebestyen Anastasia. Device. Per fess argent and gules, three birds migrant one and two sable and a sun argent. This device is returned for violation of SENA A3D2c, which requires all charges in a charge group to be in a unified arrangement. The positioning of the three birds must be blazoned independently of the sun, and so they are not in a unified arrangement. We cannot blazon these charges as "in cross" as that blazon would place two birds crossing the per fess line, which is not the case."

14: Kurobayahsi Tarou Akahito -New Name & New Device

Sable, a Japanese well-frame within a bordure argent

Submitter desires a masculine name.
No changes.
Sound (sounds like "Tar-row") most important.
Language (Japanese) most important.
Culture (Japanese) most important.

The submitter's branch is Blatha an Oir.

(Hayashi is woods, mori denotes a forest--Solveig has it backwards in NCMJ.) NCMJ 2nd edition does list Kuroda (black rice paddy/black field) as a surname from 1568. (p. 321). A construction based upon that and the fact that Kurobayashi is used as a modern surname.

Name Construction in Medieval Japan by Solveig Throndardottir, 2nd edition p.321 for Kuro and p. 148 for hayashi/bayashi, showing that hayashi was used as a name suffix in period and these are both kun-yomi pronunciation (Japanese rather than Chinese), so they match.

In a two-element Japanese family name, the first element modifies the second. Thus, <Ishikawa>, from <ishi> 'rock' and <kawa> 'river', is 'rocky river', and <Ishibashi> from <ishi> 'rock' and <hashi> 'bridge' is 'stone bridge'. [2, 3] Such family names normally make sense, often describing a feature of the local landscape, so the second element of a name beginning with <Ishi-> has to refer to something that could reasonably be described as rocky or made of rock.

However, we can construct a few others: <Ishihara> 'rocky meadow', <Ishiura> 'rocky delta' and <Yoshikuri> 'lucky or fortunate chestnut'. So far as we can tell, all of these are consistent with period Japanese family naming practice.

Academy of St. Gabriel report 1330, http://www.panix.com/~gabriel/public-bin/showfinal.cgi/1330.txt

<Tarou> is a yobina dated at some point before 1600 and <Akahito> is a 16th century nanori, both found in St. Gabriel report 2019, http://www.panix.com/~gabriel/public-bin/showfinal.cgi/2019.txt
