Greetings unto the heralds of the East Kingdom and the Known World! We thank you for your commentary on our kingdom-level submissions.

We're entering the season of processing Pennsic submissions. Please note that the scanning from Pennsic has a bit of a grey background this year, and that is to be overlooked through all Pennsic submissions.

I would like to extend my sincere gratitude to all of the volunteer heraldic artists and the industrious coloring squad, without whom Pennsic submissions would not be possible.

It is not our intention to penalize any submitter for quality of artwork or coloring unless the emblazon has issues with recognizability or violates rule/precedent.

Commenters may have noticed that we've done a lot of blazon refinement in the last two letters.

In keeping with the vision of the East Kingdom OSCAR garden being a place for heralds to learn as well as teach, I will not be correcting the original blazons from the forms when I post them into OSCAR, so long as they are accurate enough to convey the emblazon.

I invite all commenters to turn their hand toward tightening the blazons as we enter into our Pennsic submissions next month.

A submission on a recent iLoI was colored with colored pencils. Kingdom commenters raised the question of whether this is permitted.

The Administrative Handbook IV.C.1 states, "submissions colored with wax-based media such as crayons or wax pencils will be returned." However, this prohibition dates back to the days when Laurel collected paper files, and wax media had the potential to damage said files. At this time, Laurel no longer receives physical copies of the submission forms, so this is a non-issue.

The second problem with media such as crayons is potential damage to the Blue Tyger scanner. Diademe Herald rejects, and will-continue to reject, any submissions prepared in a way that may, potentially, damage the scanner. This includes crayons, paint that may flake off, charcoal, or any other media that might be transferred from the paper to the rollers or glass of the sheet-fed scanner. Such submissions will not be scanned and will be returned administratively by Diademe without being placed on an iLoI.

Any submissions that are considered safe will be scanned and processed - the details of the art media are not important except for the scanner damage issue and will not be a cause for return at the Kingdom level. This includes digitally created and printed artwork.

It is my belief that Laurel no longer rejects any submissions based on the media used, provided the electronic scan is identifiable and color fidelity is maintained.

I have realized that I've fallen behind on updating the news.

Regarding Submissions Forms:

A while ago, Laurel Kings of Arms promulgated a new set of form standards for submission. These required minor changes in alignment of elements to make certain behind-the-scenes processes work better. After much work by my predecessor, Alys Ogress, as well as Mari Aldyrne, the new Eastern forms are live.

The forms downloadable at bth.eastkingdom.org have all been updated to the new standard. You can check the version of the forms by looking at the very bottom which should say "Laurel v. 3.0; East v 1.0" Any forms with a earlier Laurel version number are considered outdated.

The new forms include a lozenge device form. This form is purely optional - any individual submitting a device may use either the escutcheon shape or the lozenge shape, regardless of the gender of the submitter or their persona. This is considered to be purely a matter of personal preference. SCA branches must use the escutcheon shape. I am setting a grace period through the end of this year for switching to new new forms. Any forms received by Blue Tyger or Diademe after January 1, 2017 must be on the new forms, and those submitted on older forms will be administratively returned without being placed on an iLoI.

Please note that as usual any alteration to the forms is grounds for an administrative return, either by my office or by Laurel. Please do not change the spacing, alignment, shape, or any other formatting options on these forms. Especially, please do not change the shape of the escutcheon shape - that is, again, grounds for an administrative return.

Finally, although the forms still include a "Date of Birth" field, it has been recent Laurel policy to not require or request this information. We prefer to minimize the amount of Personally Identifying Information (PII) that we have. Accordingly, please ask your submitters to _not_ complete this line on any forms.

To the heralds of the East Kingdom, Greetings!

Let it be known that effective June 27, AS L (2015), I, Yehuda ben Moshe, have taken over the office of Blue Tyger Herald, the Submissions Herald for the East Kingdom. I would like to extend my sincerest thanks to my predecessor, Mistress Alys Mackyntoich, Ogress Herald, for her years of work, her revamping of the submission procedures, and her excellent training. Alys Ogress will continue to serve the college as Dextrochere Herald, Brigantia's deputy for special projects.

At this time, I would also like to ask all Eastern Heralds to join the ekheralds email list. While it stopped working for a while, it is now back in full operation and will serve as one of my primary conduits for communicating with you. Everyone must re-subscribe to the list, as the old list got deleted. Greetings East Kingdom Heralds.

For the longest time a valid account in the East was automatically afforded permissions to view and comment at the Laurel Level. With the paring back of Laurel Commenting permissions we have discovered a flaw in the East's Configuration and a flaw in OSCAR itself. Removing a valid account's permission to view and comment at Laurel level removed that account's Permissions to view and comment at the local level as well. Istvan Non Scripta is working on a solution to this issue and the fix will be set up soon. I've reinstated several accounts to Laurel level in the meantime. -Ryan Briganta

I am pleased to announce that the June 2015 ILoI will be my last one as Blue Tyger Herald. After a little over three years in the office, I will be retiring. Lord Yehuda ben Moshe will be taking over as Blue Tyger. Please be at least as helpful to him as you have been to me, if not moreso :-)
