Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.
What follows is the October 2023 Letter of Intent for the Kingdom of the Outlands.
I would like to all of the heralds who were kind enough to contribute to internal commentary on OSCAR.
It is my intent to register this October the following items from the Outlands' College of Heralds.

2: Kiyad-un Qara Nachin - New Name (KLoI)
(NP) Submitter desires a masculine name. Kiyad-un Qara Nacin is a Mongolian name combining a tribal byname, a descriptive byname, and a given name. The Kiyad tribe, the epithet Qara (found in primary sources), and the personal name Nachin are found in Marta as tu Mika-Mysliwy, "Mongolian Naming Practices" (https://heraldry.sca.org/names/mongolian_names_marta.html). The byname construction for tribal and descriptive names and the alternative transliteration Nacin for the personal name follow the procedure in Ursula Georges, "Middle Mongol Grammar for SCA Names" (https://heraldry.sca.org/names/mongolgrammar.html).
