This letter contains the issues raised in the March 2023 LoAR for CoA discussion. The text in this letter is copied verbatim from that LoAR; it is provided here for convenience. As with a May 2023 LoI, these matters are currently scheduled for the Pelican and Wreath meetings in August 2023. Original commentary, responses, and rebuttals to commentary must be entered into OSCAR no later than Monday, July 31, 2023.

1: Dafydd of the Glens - New Augmentation of Arms OSCAR finds the name registered exactly as it appears in May of 1992, via the West. Per chevron azure and vert, a chevron cotised and in chief a mullet of four points argent, for augmentation in base on a mullet of six points argent a tree blasted and eradicated sable This device is pended for discussion on whether SENA A3D1b ("sword and dagger") is one of the rules augmentations are allowed to violate; though this potential issue was noted on the Letter of Intent it received little commentary.
