Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 22nd day of May, A.S. LIV (2019 CE), does the Honorable Lord Gauvain Eisenbein send greetings on behalf of Master Timothy O'Brien, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for May, 2019. This Letter contains all complete submissions received by Gold Castle Herald between April 2 and May 1.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by June 18th, 2019. The June Rampart commentary meeting will be held online on June 19th. As a reminder, the College of Arms requests commentary on all items, including appeals.

Submissions heralds are strongly urged to review the guidelines at: "http://rampart.outlandsheralds.org/#castle_instructions", as items not meeting these guidelines will be pended. Pended items will be administratively returned after they have appeared on three Letters of Presentation.

Returned for a rework. The device contains two steps-from-period-practice elements. The allowed number of SFPP is 1. The first is the use of a natural tiger. The second is 'jessant of something other than a fleur-de-lys'. The second typically applies to leopard and lion heads giving potential for a third SFPP as this is neither a leopard or lion. The submitter's previous device, Quarterly lozengy argent and sable and lozengy sable and argent, was returned on the September 2005 LoR (http://rampart.outlandsheralds.org/2005-08-lop/0509-lor.html) with the following: {Original device submission of Quarterly lozengy argent and sable counterchanged was returned by Laurel in December of 1998. The text of the decision is as follows: {Quarterly lozengy argent and sable and lozengy sable and argent. His previous device, Quarterly lozengy argent and sable counterchanged, was returned in December 1998 for conflict with Bavaria Lozengy bendwise argent and azure., Monaco Lozengy argent and gules., and the Dukes of Teck Lozengy bendwise (or bendwise sinister) sable and Or. The counterchanging does not make any difference to what sort of field it is in this case. We give no CD for partition between any of the lozengy or paly-bendy variants, only between them and checky; thus the only CD is for tincture of half the field. Even if there had been no conflict this would have been returned for violating RfS VIII.3 for excessive counterchanging,and for violating RfS VIII.4 on op-art. This new device has not addressed the problems noted above, and several commenters indicated they could not determine the difference between this design and the previous one. 7: Jane Nora Carrick -Resub Device Change

The previous submission, Azure, a greyhound statant argent, collared and wearing a saddle blanket gules, astride its back a hare statant erect and attired argent, was returned on the December 2018 LoAR (http://heraldry.sca.org/loar/2018/12/18-12lar.html#Outlands_returns18) with the following: { This submission was pended on the July 2018 LoAR to allow a discussion on the use in Society armory of drolleries and other marginalia from illuminated manuscripts. The client provided an example of such marginalia as support for this submission; the question was whether that support was sufficient.

The College of Arms has a long history of allowing, on a case-by-case basis, elements from period art or documents (e.g., the compass rose). But the operative phrase here is "case-by-case": a great many artistic motifs, while delightful, are unsuitable for use in heraldry. SENA A2B5 notes some examples of these, including the Greek "key" pattern and Celtic knotwork.

Our touchstone is whether the artistic motif is compatible with period heraldry, or to put it another way, whether it fits established patterns we see in period heraldry. We have examples in marginalia of animals playing musical instruments: period heraldry has multiple examples of animals maintaining charges, and even of animals playing instruments (e.g., the bagpiping coneys in the arms of Fitz-Ercald). We have examples in marginalia of grotesque monsters, such as animals with human heads: period heraldry has multiple examples of such chimerical monsters. Armory based on those marginalia are likely acceptable.

But we have yet to see any period heraldic examples of animals astride other animals, riding them. To date, all the heraldic examples of riding are by humans: humans riding horses, a human riding a bear, a human riding a stag. These might support a submission with a human riding a greyhound, we suppose. But without the heraldic pattern of animals riding other animals, the marginalia example alone isn't enough to support this submission.

Pending documentation of this heraldic pattern, this submission must be returned.}
