Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.

What follows is the March 2019 Letter of Intent for the Kingdom of the Outlands.

I would like to thank Iago ab Adam, Michael Gerard Curtememoire, and all of the heralds who were kind enough to contribute to internal commentary on OSCAR.

It is my intent to register this March the following items from the Outlands' College of Heralds.

1: Angelica Sabine - New Device

OSCAR finds the name on the Outlands LoI of December 28, 2018 as submitted.

5: Gormr Ragnvaldsson - Resub Device

OSCAR finds the name registered exactly as it appears in May of 2016, via the Outlands.

Originally submitted with https://oscar.sca.org/images/emblazons/Outlands/2019-02/gormr-c.jpg, the submitter decided to send in a redraw with a slightly larger, more identifiable, arrow.

The submitter's previous device, Or, a dragon couchant contourny in annulo breathing flames within a crescent gules, a bordure embattled sable, was returned on the June 2016 LoAR (http://heraldry.sca.org/loar/2016/06/16-06lar.html#282) with the following: {This device is returned for redraw, for violating SENA A2C2 which states "Elements must be drawn to be identifiable." As depicted the dragon is not identifiable, which is in large part due to its posture and the fact that the wings are so close to the body that they disappear.}

Originally appeared on the November 2018 KLoI (https://oscar.sca.org/index.php?action=100&loi=5570) but was pended by Kingdom on the December 2018 LoR (http://rampart.outlandsheralds.org/2018-11-lop/1812-lor.html) to get a proper line drawing of the emblazon (https://oscar.sca.org/images/emblazons/Outlands/2018-12/johan-b.jpg) as it partially and improperly colored in. The line drawing was provided by the submitter.

8: Muirgein Astudottir of Aarquelle - New Name & New Device

Gules, two Danish axes in saltire Or, in chief a Norman helmet affronty argent

Muirghein - Academy of St Gabriel report #2643 (http://www.panix.com/~gabriel/public-bin/showfinal.cgi?2643+0 ) states "<Muirín> is a modern Irish spelling of a name that was spelled <Muirghein> in your period and <Muirgen> earlier. In all of its spellings, the name is pronounced MEER-yeen~, where n~ represents the sound of the <gn> in French <montagne> or Italian <lasagna>. This rare name was apparently used by both men and women in early medieval Ireland [1, 2], but we have found no evidence that it remained in use as late as the 13th century. It seems to be a reasonable choice for the 10th century or before,…" This name appears in Old Irish as Muirgen, in Medieval Irish as Muirgein, in Early Modern Irish as Muirghein, and after the 20th century spelling reform it becomes Muirín. [OC&M, DIL] In medieval records, it appears in ordinary use as the name of both men and women. (There is also at least one semi-legendary literary figure that bears the name.) [OC&M] The Common Celtic name from which it derives is most likely *Morigenos (which would have been the masculine form), which means "sea-born." The elements Mori- and -genos can be found in Gaulish names, although the compound itself does not appear in surviving inscriptions. Astudottir - "Ásta" is a feminine given name from Geirr-Bassi p.8 with one citation. Page 18 notes matronymic form changes "a" to "u" and adds "-dóttir." As submitter submitted without accents, the full construction is done without.

Mixing of Scandinavian and Scottish name elements is allowed via SENA, Appendix C

Aarquelle, Shire of. This branch-name was registered in March of 1987 (via the Outlands).

For Muirghein - According to https://medievalscotland.org/problem/names/morgan.shtml, the spelling is dated to 1400+ which is NOT compatible with Scandinavian as SENA Appendix C states that Scots Gaelic/Irish/etc. can only be mixed with Scandinavian prior to 1100. The other spellings, <Muirgen> and <Muirgein>, are prior to 1100 and therefore compatible with Scandinavian.

Originally submitted as <Muirghein Astudottir of Aarquelle> but the submitter consented to the change to <Muirgein Astudottir of Aarquelle> to make the Scottish and Scandinavian Name elements compatible with one another per SENA Appendix C.

9: Outlands, Kingdom of the - New Order Name & New Badge

OSCAR finds the name registered exactly as it appears in July of 1986, via the Outlands.

Order of the Palmer's Lantern

(Fieldless) A lantern per pale vert and Or

No major changes.
Meaning (The lantern of a palmer) most important.

The Palmer is a heraldic charge registered to the Outlands and featured prominently in its most prestigious awards.

The title of Palmer Herald is also registered to the Outlands.

The lantern is a standard heraldic charge.


Thus ends the March 2019 Letter of Intent for the Kingdom of the Outlands.
