Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 19th day of February, A.S. LIII (2019 CE), does the Honorable Lord Gauvain Eisenbein send greetings on behalf of His Excellency Timothy O'Brien, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for February, 2019. This Letter contains all complete submissions received by Castle Herald between January 2 and February 1.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by March 19th, 2019. The March Rampart commentary meeting will be held online on March 19th. As a reminder, the College of Arms requests commentary on all items, including appeals.

4: Muirghein Astudottir of Aarquelle -New Name & New Device

<Muirghein> - Academy of St Gabriel report #2643 (http://www.panix.com/~gabriel/public-bin/showfinal.cgi?2643+0 ) states "<Muirín> is a modern Irish spelling of a name that was spelled <Muirghein> in your period and <Muirgen> earlier. In all of its spellings, the name is pronounced MEER-yeen~, where n~ represents the sound of the <gn> in French <montagne> or Italian <lasagna>. This rare name was apparently used by both men and women in early medieval Ireland [1, 2], but we have found no evidence that it remained in use as late as the 13th century. It seems to be a reasonable choice for the 10th century or before,…"

This name appears in Old Irish as Muirgen, in Medieval Irish as Muirgein, in Early Modern Irish as Muirghein, and after the 20th century spelling reform it becomes Muirín. [OC&M, DIL]

In medieval records, it appears in ordinary use as the name of both men and women. (There is also at least one semi-legendary literary figure that bears the name.) [OC&M]

The Common Celtic name from which it derives is most likely *Morigenos (which would have been the masculine form), which means "sea-born." The elements Mori- and -genos can be found in Gaulish names, although the compound itself does not appear in surviving inscriptions.

This name was in ordinary use prior to 1600 by both men and women.

Astudottir: "Ásta" is a feminine given name from Geirr-Bassi p.8 with one citation. Page 18 notes matronymic form changes "a" to "u" and adds "-dóttir." As submitter submitted without accents, the full construction is done without.

Mixing of Scandinavian and Scottish name elements is allowed via SENA, Appendix C

Aarquelle, Shire of. This branch-name was registered in March of 1987 (via the Outlands).

Order of the Palmer's Lantern

Meaning (The lantern of a palmer) most important.

The Palmer is a heraldic charge registered to the Outlands and featured prominently in its most prestigious awards.

The title of Palmer Herald is also registered to the Outlands.

The lantern is a standard heraldic charge.
