Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.

What follows is the August 2018 Letter of Intent for the Kingdom of the Outlands.

I would like to thank ffride wlffsdotter, Basil Dragonstrike, Green Anchor, Iago ab Adam, and all of the heralds who were kind enough to contribute to internal commentary on OSCAR.

It is my intent to register this August the following items from the Outlands' College of Heralds.

1: Arion Hawke - New Name & New Device

Sable, on a plate three fleurs-de-lis one and two purpure

Submitter desires a masculine name.
Sound most important.

Hawke- <Hawke> is an English name meaning (predictably enough) "hawk," which we dated to 1379. (2) We didn't find <Hawke> in Scotland, but we did find the name <Hawoc> (probably pronounced <HAH-vok>), which also means "Hawk," dated to 1245. (3) Because there was considerable overlap between Scots and English it is possible that <Hauke> was used in Scotland, but we recommend <Hawoc> since we know that it was used in Scotland. OSCAR finds the name registered exactly as it appears in May of 2005, via the Outlands.

OSCAR finds the name on the Outlands LoI of September 30, 2016 as submitted.

5: Curran Leonart - Resub Device

OSCAR finds the name on the Outlands LoI of August 31, 2017 as submitted.

Per bend sinister azure and Or, a lion contourny and a triquetra counterchanged

6: Drozd Bykov - New Device

OSCAR finds the name on the Outlands LoI of April 30, 2018 as submitted.

7: Jamil ibn Shamir ibn Da'ud ibn Shamir al-Wadi - New Name & New Device

Per chevron rayonny inverted Or and vert, a winged unicorn segreant gules and three fleur de lys Or

Original Emblazon: https://oscar.sca.org/images/emblazons/Outlands/2018-07/T-lisette-c.jpg. The submitting herald submitted a new emblazon after internal letter commentors noted overly aggressive rayonny.


10: Nastas'ia Zviriena zhena L'vova - New Name & New Device

11: Shadrick Romani Natalia - Resub Device

OSCAR finds the name on the Outlands LoI of May 31, 2017 as submitted.

Per bend sinister sable and gules, a wolf rampant argent and in chief three mullets Or

The previous submission, Sable, a bend sinister gules fimbriated and in chief three mullets in fess Or, overall a wolf rampant argent, was returned on the March 2018 LoAR (http://heraldry.sca.org/loar/2018/03/18-03lar.html#Outlands_returns18) with the following: {This device is returned for not being reliably blazonable, which is a violation of SENA A1C which requires an emblazon to be describable in heraldic terms. The placement of the mullets is neither "in chief" nor "in canton," and is thus unreliably blazonable. There is a step from period practice for the use of a charge overall with a fimbriated ordinary.}

Simplifying, and tweaking the grammar for the patronymic:

Lind col. 1058 sn. Una

Vna Guttomsd., circa 1350, Iceland.

Vna Þorgrimsd., 1481, Iceland.

Unv, dative case, 1481 Iceland.

col. 1265 sn. Ǫzurr

Margaret Ossurar d., 1491, Iceland.

Lind abbreviates the patronymic marker (which is annoying for our purposes) but and Icelandic isn't listed under appendix C for using -dottir endings.

However, the September 2015 LoAR sn. Dagny Roðbertsdottir notes:

"...the spelling -dottir is found in 15th century Iceland in Diplomatarium Islandicum, so it is compatible in a patronym formed from the Icelandic name Roðbert." This should be a similar situation for the seriously cool 15th c. Icelandic name "Una Ossurardottir"!

Originally submitted as <Una Ossurssdottir> but the submitter requested a change - during internal commentary - to ffride wlffsdotter's suggestion of the 'seriously cool 15th c. Icelandic name' of <Una Ossurardottir> so Kingdom honored her request.


13: Unna Farulfsdottir - Resub Device

OSCAR finds the name registered exactly as it appears in January of 2015, via the Outlands.

Vert, a calamarie inverted and in chief a quill of yarn and a pair of shears inverted all argent

The previous submission, Vert, a calamarie inverted argent maintaining a quill of yarn and a pair of shears inverted sable, was returned on the March 2018 LoAR (http://heraldry.sca.org/loar/2018/03/18-03lar.html#Outlands_returns18) with the following: { This device is returned for violation of SENA A3B, which requires that charges have good contrast with their backgrounds, and SENA A2C2, which states "Elements must be drawn to be identifiable." Per the Cover Letter of August 2015, where maintained charges were ruled to count for difference, they were also ruled to require good contrast with the field: A held or conjoined charge which is not identifiable will render the design unregisterable. A charge may be rendered unidentifiable through the usual methods, including reduction in size, poor contrast, etc... Between the maintained charges' small size and lack of contrast, they fail the current requirements for maintained charges.}


Thus ends the August 2018 Letter of Intent for the Kingdom of the Outlands.
