Outlands LoP dated 2018-07-24

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 24th day of June, A.S. LIII (2018 CE), does the Honorable Lord Gauvain Eisenbein send greetings on behalf of His Excellency Timothy O'Brien, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for July, 2018. This Letter contains all complete submissions received by Castle Herald between June 2 and July 1.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by August 14th, 2018. The online Rampart meeting to discuss this letter will be held August 15th, 2018. As a reminder, the College of Arms requests commentary on all items, including appeals.

Submissions heralds are strongly urged to review the guidelines at: "http://rampart.outlandsheralds.org/#castle_instructions", as items not meeting these guidelines will be pended. Pended items will be administratively returned after they have appeared on three Letters of Presentation.

All name submissions should include a satisfactory write-up in the name documentation and commentary section of the submission form (which must also be forwarded in text form to Castle). Submissions with missing, incomplete, or poorly formatted write-ups will be pended until the problem is corrected.

1: Arion Hawke -New Name & New Device

Sable, on a plate three fluer d'lis purpure, one and two

Submitter desires a masculine name.
Sound ("Ah-ree-ahn Hah-k") most important.

Arion- "England Marriages, 1538ñ1973 ," database, FamilySearch (https://familysearch.org/ark:/61903/1:1:NKNG-48N : 10 February 2018), Arion Cornellis and Margaret Hunnye, 23 Nov 1572; citing Saint Clement Danes,Westminster,London,England, reference , index based upon data collected by the Genealogical Society of Utah, Salt Lake City; FHL microfilm 1,042,327.

Hawke- <Hawke> is an English name meaning (predictably enough) "hawk," which we dated to 1379. (2) We didn't find <Hawke> in Scotland, but we did find the name <Hawoc> (probably pronounced <HAH-vok>), which also means "Hawk," dated to 1245. (3) Because there was considerable overlap between Scots and English it is possible that <Hauke> was used in Scotland, but we recommend <Hawoc> since we know that it was used in Scotland. Per the Cover Letter of August 2015, where maintained charges were ruled to count for difference, they were also ruled to require good contrast with the field:

A held or conjoined charge which is not identifiable will render the design unregisterable. A charge may be rendered unidentifiable through the usual methods, including reduction in size, poor contrast, etc...

Between the maintained charges' small size and lack of contrast, they fail the current requirements for maintained charges.}
