Laurel LoPaD dated 2018-05-30

To all the College of Arms and all others who may read this missive, from Juliana Laurel, Alys Pelican, and Cormac Wreath, greetings.

This letter contains the issues raised in the March 2018 LoAR for CoA discussion. The text in this letter is copied verbatim from that LoAR; it is provided here for convenience. As with a May LoI, these matters are currently scheduled for the Pelican and Wreath meetings in August 2018. Original commentary, responses, and rebuttals to commentary must be entered into OSCAR no later than Tuesday, July 31, 2018.

1: Giulietta da Venezia - New Heraldic Title

OSCAR finds the name registered exactly as it appears in December of 1995, via the East.

Firebird Herald

Sound (fire bird) most important.

Although Russian firebirds are no longer permitted charges in SCA heraldry, the submitter registered her device, Per saltire purpure and sable, a Russian firebird volant bendwise argent, in 1995, twenty years before the ban on Russian firebirds was enacted. The Letter of Intent asked whether the Existing Registration Allowance should allow this submitter to use a banned charged as the basis for her heraldic title.

Unfortunately, we received no commentary on this issue. As this is an overarching question of policy that may have wide-ranging implications, we are pending this item in the hope of receiving commentary before rendering a decision.

This was item 9 on the AEthelmearc letter of December 11, 2017. (

2: IAP and ERA interactions - New Rule Change

OSCAR is unable to find the name (IAP) , either registered or submitted.
OSCAR is unable to find the name (ERA interactions) , either registered or submitted.

We ask commenters to discuss under what circumstances armorial designs registered using an Individually Attested Patterns should be considered for an Existing Registration Allowance. Should they be treated differently than Core Style registrations?

Should a design registered under an IAP but incompatible with Core Style design be allowed to subsequently incorporate elements of Core Style into the existing design that are not documentable to the time period and culture of the IAP? For example: Should a submitter whose father has registered Japanese mon under an IAP be allowed to register his father's device, differenced by a label in the style of early English heraldry?

3: Vyāsayati Maurya - New Name

Submitter desires a masculine name.
No major changes.
Language (Sound or spelling changes OK; otherwise, please reject) most important.

This name was documented as an Indian name recorded in Sanskrit. We received absolutely no commentary on this name. Lacking accessible expertise in Indian or Sanskrit naming, we are pending this name for additional research.

This was item 25 on the Middle letter of December 15, 2017. (

Pray know that I remain,

In service,

Juliana de Luna
