Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.

What follows is the February 2018 Letter of Intent for the Kingdom of the Outlands.

I would like to thank Green Anchor, ffride wlffsdotter, Magnus von Lübeck, Michael Gerard Curtememoire, Iago ab Adam, and all of the heralds who were kind enough to contribute to internal commentary on OSCAR.

It is my intent to register this February the following items from the Outlands' College of Heralds.

Order of Osorio's Heart

http://heraldry.sca.org/sena.html#NPN1C2g, now called "The Existing Registration Allowance", last paragraph: Branches may also utilize the grandfather clause to register non-personal names incorporating name phrases from the registered names of individuals closely associated with the branch. This generally means a resident of the branch or an active supporter. The permission of the individual or their heraldic heir is required for this use. Only the whole, exact, actual name phrase from the registered form may be used, not variants or patterns.

<Osorio> is a name phrase from <Juan Osorio de Segovia>, registered 02/2013 (via the Outlands). A letter was obtained from Juan Osorio de Segovia's widow allowing the Barony to utilize a name element for their order name.

A heart is a period heraldic charge. The updated Pictorial Dictionary of Heraldry http://mistholme.com/dictionary/heart/ states: A heart is that organ which pumps blood through the veins. It is drawn in a stylized shape, much as found on modern valentines. The heart is found as an heraldic charge as early as c.1330, in the arms of Douglas [Wagner 50; also Gelre 64].

This order name follows the pattern of [Saint's name] + [object of veneration] found in "Medieval Secular Order Names" by Juliana de Luna (http://heraldry.sca.org/laurel/names/order/new/).

The order name was originally submitted on the Outlands' November 2017 LoP (https://oscar.sca.org/kingdom/kingsingleitem.php?kingdom=13&id=81465) but was pended by Kingdom to give the Barony time to obtain the letter of permission.

Letter: I, [Legal Name], known in the SCA as Lady Unna Farulfsdottir, do attest [Legal Name], known in the SCA as Juan Osorio de Segovia, was my legal husband. As legal heir, I give permission for part of his name to used as an award. I understand that this letter cannot be withdrawn once the Barony of Aarquelle's award, Osorio's Heart is registered. 5 January, 2018 [Signature]

This depiction of an anvil was used in the device submission of Eynon ab Iohannes Mal, which was returned in the LoAR of December 2004, stating: This is returned for lack of documentation for the depictions of the anvil and the sword used. On resubmission, the submitter should use depictions previously documented or provide documentation for the types of anvil and sword used here. Absent documentation for this type of anvil, it is still not registerable. Even if drawn correctly, this device would be returned for conflict: Stephen of Forth Castle, Per bend sable and paly gules and Or, a double-bitted anvil Or. There is one DC for the change of field, but none for type of anvil.}

The previous submission, Azure, in bend sinister a sinister wing bendwise inverted and a recorder bendwise, a bordure wavy argent, was returned on the September 2017 LoAR (http://heraldry.sca.org/loar/2017/09/17-09lar.html#Outlands_returns20) with the following: {This must be returned for violation of SENA A3D2c, which requires that "The charges within a charge group should be in either identical postures/orientations or an arrangement that includes posture/orientation (in cross, combatant, or in pall points outward, for example)." In this submission, the wing is bendwise inverted, while the recorder is bendwise. Because their orientations must be separately blazoned, they are not in a unified orientation and must be returned.}

No evidence was presented, and none was found in commentary, demonstrating that this guard is period either as a heraldic charge or an artifact. Absent such evidence, the design is returned for a redraw. Likewise, absent documentation for this guard, this design is returned for a redraw.}

This submission is to be associated with Order of Harmonia

The previous submission, (Fieldless) A chainless portcullis vert surmounted by a clapperless cowbell Or, was returned on the October 2017 LoAR (http://heraldry.sca.org/loar/2017/09/17-09lar.html#Outlands_returns20) with the following: {This badge is returned for violation of SENA A2C1, which requires that charges be depicted in their period forms. From the bronze age onward, cowbells were used almost exclusively to keep track of livestock in the field, through use of the clapper sounding against the side of the bell. Other uses were ceremonial, but still required the clapper for sound. Clapperless cowbells used as percussive instruments are a 20th century innovation, making the depiction of a clapperless cowbell a disallowed modernism.}
