Outlands Kingdom ILoI dated 2016-12-02

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 2nd day of December, A.S. LI (2016 CE), does Lord Gauvain Eisenbein send greetings on behalf of Master Angus Reid MacFarlane, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for November, 2016.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by December 20th, 2016, for the decision meeting on December 21st, 2016. As a reminder, the College of Arms requests commentary on all items, including appeals.

There were several pended items this month. Per bend argent and azure, a mullet fibriated counterchanged

Previous item, Per pale azure and argent, on a mullet fimbriated a mullet counterchanged, returned on 11-2015 LoAR (http://heraldry.sca.org/loar/2015/11/15-11lar.html#Outlands_returns26), stating:

This device is returned for conflict with the device of Richard Longstride: Per pale azure and argent, a mullet counterchanged. Fimbriation does not count for difference. This emblazon is identical to Richard's emblazon with the exception of two counterchanged sets of fimbriation.

In resubmission, the submitter should be careful to avoid excessive counterchanging. SENA A3F4 states "Any other counterchanging of charges over other charges must similarly be attested to be registered."

Previous item, Per pale azure and argent, on a mullet fimbriated a mullet within an orle counterchanged, returned on 07-2016 LoAR (http://heraldry.sca.org/loar/2016/07/16-07lar.html#Outlands_returns23), stating:

This device is returned for excessive counterchanging. SENA A3F4 states "Any other counterchanging of charges over other charges must similarly be attested to be registered." As in the previous submission, no documentation was provided by the submitter or commenters to justify the counterchanging of the tertiary mullet.

We believe this submission clears the conflict with Richard Longstride by changing the line of division for the field, and for the primary charge, and addresses the objection to excessive counterchanging.

Further we believe this to be clear of Kyneburth Boithuile, Per bend argent and azure a mullet of eight points counterchanged, a bordure sable semy of quatrefoils argent (by virtue of the removal of the secondary and tertiary charge groups), and Ghislaine d'Auxerre, per bend azure and argent, a compass star countrerchanged (by virtue of reversing the colors of the field and of the primary charge).

Submitter has also indicated a willingness to change the line of division to a bend sinister without further consultation if necessary to avoid conflict; other changes must be approved separately.

(LoAR 29 May 88, p. 25) and [Gules, fretty Or, a charge sable] The sable [charge] on the essentially gules field is colour on colour. (LoAR 29 May 88, p. 26). I have found both names (Ottarr and Hallbjorn) (Hallbjornsonn simply means son of Hantojorn, multiple times on the St Gabriel's website (www.s-gabriel.org/names/scandinavian.shtml). I have attached 2 references from their page. One is from Irminsul AEttir Nafnasafnio by Haukur Pogeirsson, listing names found in heathen scandinavia. The second is from Nordiskt Runnamnslexicon (the dictionary of norse Runic Names) by Lena Peterson

TAIYOYAMA is the nanori (family name) and uses characters for Sun (Taiyo) and Mountain (-yama) to represent the client's residential locale of Pikes Peak. Construction of Japanese family names shows that the construction is logical for a nanori or family name. http://www.s-gabriel.org/1330

This shows that the characters meaning "favored" (konoma), and `first son' (-ta), and can be combined to "KONOMATA".

HARUYUKI

The combined name "HARUYUKI" is found under the letter "H" in https://www.s-gabriel.org/names/solveig/nanori/nanorih.html

HARU and YUKI can both be found in a NANORI Chart compiled by Anthony J. Bryant, a.k.a. SCA: Baron Edward of Effingham, O.Pel, OL, at http://www.sengokudaimyo.com/miscellany/names.html This chart shows that "HARU" and "YUKI" which can be combined into the name "HARUYUKI".

It conflicts with the device of Frewin Finnbogason, Per saltire gules and sable, a Norse serpent nowed argent. There is a single DC for the changes to the field.

It also conflicts with the device of Asbjorn Gustavsson of Roed, Azure, a Norse Jelling-beast nowed, erect and reversed argent, with a single DC for the field. The reversing of the Jelling-beast in Asbjorn's device refers to the position of the head which does not count for difference.}
