Outlands LoP dated 2016-08-30

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 30th day of August, A.S. LI (2016 CE), does Lord Gauvain Eisenbein send greetings on behalf of Master Angus Reid MacFarlane, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for August, 2016.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by September 20th, 2016, for the decision meeting on September 21st, 2016. As a reminder, the College of Arms requests commentary on all items, including appeals.

This is the first month in which submissions have been pended at the Castle level. As a reminder, submissions for which I do not receive a text copy of the documentation notes, or re-submissions lacking information on the previous return, will be pended until I receive that information. Also, any submissions which lack an entry in "Name Documentation and Summary Notes" will be pended until these are provided. "See attached" will only be acceptable if the attachment contains the summary information requested in the Name Documentation block and I receive a text copy of the summary.

Per chevron purpure and argent a cat sejant guardant sable and in chief three fleur-de-lis argent

The previous submission, Per chevron throughout purpure and argent, a domestic cat sejant gardant sable, in chief three fleurs-de-lys counterchanged, was returned on the March 2016 LoAR (http://heraldry.sca.org/loar/2016/03/16-03lar.html#Outlands_returns19) with the following: {This device is returned because the arrangement of the charges on the field is not blazonable either as a single primary group or as a primary and secondary group, as required by A3D1, Clarity of Charge Groups. A blazon "Per chevron throughout purpure and argent, a domestic cat sejant gardant sable, in chief three fleurs-de-lys counterchanged" would have a large domestic cat crossing the line of division to be partly on the purpure part of the field. A cat that is positioned completely on the white portion of the field must be understood to be part of the same charge group that the white fleurs-de-lys are, as "Per chevron throughout purpure and argent, two fleurs-de-lis and a cat counterchanged argent and sable" with a secondary white fleur-de-lis. However, this arrangement runs afoul of A3D1 which prohibits identical charges in two different charge groups on the field and does not adequately describe the position and size of the fleurs-de-lis.}

The previous submission, (Fieldless) A hummingbird hovering purpure, was returned on the April 2015 LoR (http://rampart.outlandsheralds.org/2015-03-lop/1504-lor.html) with the following: {Returned for a conflict with Moira MacDermott, 07/12 via Trimaris, Argent, a swallow rising purpure, maintaining in its beak a shamrock vert due to the following: Hovering - the wings addorsed, the body sort of palewise but embowed, and the tail tucked forward under the belly. This term may only be applied to hummingbirds. It is granted no difference from rising. Cover Letter, Dec 2007, under "From Wreath: Hummingbirds Volant, Rising, and Hovering"(http://heraldry.sca.org/loar/2007/12/07-12cl.html). There is only 1 DC due to the Fieldlessness. Submitter's previous device, Argent fretty purpure, an oak tree fructed and eradicated Or, was returned on the July 2016 LoR (http://rampart.outlandsheralds.org/2016-06-lop/1607-lor.html) with the following: {Returned for a redraw due to the following precedents: [Or, fretty of a color, a charge argent] There is insufficient contrast between the [charge] and the field which is predominantly Or. (LoAR 29 May 88, p. 25) and [Gules, fretty Or, a charge sable] The sable [charge] on the essentially gules field is colour on colour. (LoAR 29 May 88, p. 26). In this instance, we have insufficient contrast due to metal on metal. Commentors also advise to draw larger frets and a larger tree. March 2016 LOAR, Sable, a decrescent within six mullets of eight points in annulo argent, a base wavy barry wavy argent and purpure.

Blazoned on the Letter of Intent as purpure, the color portions of the base appear azure. We are returning this device so the submitter can clarify which tincture she intended.
