Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.

What follows is the July 2016 Letter of Intent for the Kingdom of the Outlands.

I would like to thank Green Anchor & The NE Calontir Commenting Group, Liber, and all of the heralds who were kind enough to contribute to internal commentary on OSCAR.

It is my intent to register this July the following items from the Outlands' College of Heralds.

1: Arn Geirsson - New Name & New Device

Per fess embattled purpure and Or, an eagle's head erased and two spears in saltire counterchanged

Submitter desires a masculine name.

[Arn] - Fellows-Jensen, Gillian, Scandinavian Personal Names in Lincolnshire and Yorkshire p. 342 s.n. Arn (Sourced from - http://www.vikinganswerlady.com/ONMensNames.shtml)

[Geirsson] - [Geirr Bassi] p.10 s.n. Geirr

Scandinavian Personal Names in Lincolnshire and Yorkshire p. 11 has <Willemi f. Arn> in the 13th century, so is too late to mix with Scandinavian names.

Luckily, Lind col. 47 sn. Árni has:

Lind col. 318 sn. Geirr has:

<Aasbiorn Geirsson> Diplomatarium Islandicum before 1380

As well as an example which shows just how period his name is, although not the exact spelling:

<Arnne Geirson> Diplomatarium Norvegicum 1464-77.

2: Balthazar Knopf - Resub Device

OSCAR finds the name registered exactly as it appears in December of 2014, via the Outlands.

Per fess rayonny azure and gules, two armoring hammers in saltire and a steel breastplate argent

The previous submission, Per fess rayonny azure and gules, two ball-peen hammers in saltire and a cuirass argent, was returned on the December 2014 LoAR (http://heraldry.sca.org/loar/2014/12/14-12lar.html#Outlands_returns16) with the following: {This device submission is returned for redraw: the per fess line has "pinking-shear" rayonny. In other words, the rayonny is too small to be easily identifiable, especially with a low-contrast line of division. Each part of the rayonny division needs to be both longer and wider with wavier rays.}.

3: Gwenllian MacDonald - New Name

Submitter desires a feminine name.

[Gwenllian] - The Dyffryn Clwyd Court Roll Database 1294-1422 pg. 142 (PDF pg. 145), dates it to 1364-1376, 115 instances (http://www.esds.ac.uk/doc/3679/mrdoc/pdf/3679userguide.pdf)

[MacDonald] - ACADEMY OF SAINT GABRIEL REPORT 2014, cites a <Marcus MacDonald> in the 14th Century (http://www.s-gabriel.org/2014)

5: Hawk Rill Hunnybun - Resub Device

OSCAR finds the name registered exactly as it appears in January of 2014, via the Outlands.

Per bend sinister argent and sable, a hawk sable and a sword bendwise sinister, on a chief azure, a sword reversed argent

The previous submission, Per bend sinister argent and sable, a hawk rising argent chased brown and a rapier bendwise sinister argent, on a chief azure, a sword reversed argent, was returned on the January 2014 LoAR (http://heraldry.sca.org/loar/2014/01/14-01lar.html#Outlands_returns17) with the following: {This device is returned for redraw for multiple issues. We have not registered chased since April 1982. We cannot reblazon this hawk as brown proper, as while a few argent markings would be fine, it is far more argent than brown. If this hawk is considered merely argent, it has no contrast with the portion of the field on which it lies. The posture of the bird is also unblazonable, and drawn with perspective, somewhere between displayed and rising, neither quite facing the viewer nor in profile. This device is also returned for violating the so-called "sword and dagger" rule, stated in SENA A3D1 as "two charges or depictions of charges that are artistic variants of one another or that otherwise are considered to have less than a distinct change (DC) between them are not allowed in a single armorial design...This is true even if one charge is on the field and the other charge is on another charge." We do not consider there to be a DC between a sword and a rapier.}.


Thus ends the July 2016 Letter of Intent for the Kingdom of the Outlands.
