Outlands LoP dated 2016-05-18

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 18th day of May, A.S. LI (2016 CE), does Lord Gauvain Eisenbein send greetings on behalf of Master Angus Reid MacFarlane, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for May, 2016.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by June 14th, 2016, for the decision meeting on June 15th, 2016. As a reminder, the College of Arms requests commentary on all items, including appeals.

Despite my kudos from last month, the level and quality of the electronic copies this month was rather poor (or utterly lacking). I have been requesting electronic copies of submission notes and return details for resubmissions for well over a year. Starting next month, submissions for which I do not receive a text copy of the submission notes, or resubmissions lacking information on the previous return, will be pended until I receive that information.

I am now on a professional sabbatical in Artemisia. For the next several months, my Lady wife will be collecting submissions and mailing them to me for processing. This means that things not received by the 1st of the month will likely go on the next month's letter.

The previous submission, Rita Die Perle Von Der Wetterau, was returned on the August 2015 LoAR (http://heraldry.sca.org/loar/2015/08/15-08lar.html#Outlands_returns37) with the following: {The Letter of Intent did not summarize what each source said about the name phrases, such as the dates that they were found, did not show that Die Perle ("the Pearl") is a plausible byname, and did not provide evidence to support the pattern of given name + literal descriptive byname + locative. Without this information, we cannot register this name as submitted. We note that Perle is a 16th century byname in the FamilySearch Historical Records, found in Bavaria in 1570. We would drop the article Die ("the") and register this form but the submitter does not allow changes.

The given name Rita was documented in the Letter of Intent using Siebicke, s.n. Rita, but this source had no period examples of this spelling. The closest German names found were Margarita and Grita (in Siebicke, s.n. Margareta). However, Rita is an Italian given name found in "Names from an Early 16th C Census of Rome: Feminine Names" by Aryanhwy merch Catmael (http://www.ellipsis.cx/~liana/names/italian/leofemfreq.html. The combination of Italian and German is an acceptable lingual mix under Appendix C of SENA.

Upon resubmission, the submitter should know that we generally do not capitalize words like die and von der in German names. Such articles and prepositional phrases are often capitalized in the FamilySearch Historical Records.}

The previous submission, Per bend dovetailed Or and gules, a hawk volant and a serpent erect tail nowed contourny counterchanged., was returned on the January 2014 LoAR (http://heraldry.sca.org/loar/2014/01/14-01lar.html#Outlands_returns17) with with following: {Blazoned on the Letter of Intent as a serpent targent, targent or targant or torqued seems to be a Victorian invention to describe the serpent's tail coiling. A more period term is simply nowed, used in a grant of 1547 to describe a snake's tail similarly coiled yet not precisely in a knot.

This device is returned for redraw of the serpent, which is depicted somewhere between palewise and bendwise. It should be redrawn either more vertical or more decidedly diagonal.}

19: Unser Hafen, Barony of -Resub Order Name

We do not have a pattern of X of the heraldic charge, where X is a group of people. Without evidence of this pattern in period, this order name cannot be registered. This order name does not follow the pattern of the barony's other registered order names such as Order of the Keepers of the Portcullis and Order of the Builders of the Portcullis. One may guard/keep a portcullis, and one may certainly build a portcullis, but riding one is not something that someone would normally do. Therefore, the barony cannot rely on the grandfather clause and we must return this name. Submissions heralds are reminded to provide documentation to support the elements within order names, not just the patterns used. We note that riders is dated from at least the 14th century (Middle English Dictionary).}

The previous submission, Order of the Minstrels of Unser Hafen, was returned on the August 2014 LoAR (http://heraldry.sca.org/loar/2014/08/14-08lar.html#Outlands_returns23) with the following: {This order name sounds like a description: people who are minstrels in Unser Hafen. Therefore, this order name is too generic to be registered and must be returned. This order name is also returned because it does not fit a period pattern of order names. The article cited in the Letter of Intent included a category for orders named after occupations. However, a reexamination of the evidence shows that there is not a pattern of just any occupation being used in such order names. The first example, the fool, appears to be based on a heraldic charge. The second, the Grail-Templars, is a religious order. As minstrels are not a religious order and do not wear distinctive dress that would make them a plausible heraldic charge, this submission does not fit those patterns. As the term Minstrels does not have the same type of meaning as Builders or Keepers, this name cannot be registered using the grandfather clause. Submissions heralds are reminded to provide documentation to support the elements within order names, not just the patterns used. We note that minstrels is dated to 1535 (Oxford English Dictionary).}
