Outlands LoP dated 2015-11-17

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 17th day of November, A.S. L (2015 CE), does Lord Gauvain Eisenbein send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for November, 2015.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by December 15th, 2015, for the decision meeting on December 16th, 2015. As a reminder, the College of Arms requests commentary on all items, including appeals.

The previous submission, Per saltire purpure and argent, a domestic cat couchant guardant sable, four fleurs-de-lis in cross argent and vert, a bourdure argent semy-de-lys purpure, was returned on the April 2015 LoR (http://rampart.outlandsheralds.org/2015-03-lop/1504-lor.html) with the following: {Returned for a redraw. The primary charge is not identifiable as a domestic cat and it is too small. It would be helpful to use a more heraldic rendition of a domestic cat. Commentors suggest removing the two vert fleurs-de-lis to allow more space for the primary charge.}.

3: Dante Celestino de San Vincenzo -Resub Name

Submitter has no desire as to gender.

Pattern follows double given name plus locative surname.

[Dante] - Given name. "Italian Names from the Online Tratte of Office Holders 1282-1532" Aryanhwy merch Catmael (http://www.ellipsis.cx/~liana/names/italian/tratte/)

[Celestino] - Given name. "Academy of Saint Gabriel Report 493" (www.panix.com/~gabriel/public-bin/showfinal.cgi/493.txt) mentioning Celestino as the name of a Pope in the 13th century, among others

[de San Vincenzo] - Locative byname. Mentioned in Machiavelli's Discourses on Livy regarding a battle that took place there in 1505.

The previous submission, Ambrosius von Beck, was returned on the August 2008 LoAR (http://heraldry.sca.org/loar/2008/08/08-08lar.html) with the following: {The byname von Beck was documented from p. 56 of the Journal of the Warburg and Courtland Institutes vol. 40 (1977), which lists a Sybert von Beck, a 14th C Carmelite theologian. However, as far as we can tell, the names in this article were normalized/standardized, so this citation does not provide evidence for von Beck in the 14th century.

Beck is a Low German or Dutch word meaning 'brook' (it is a cognate with High German bach). We have found evidence that it was also used as a proper place name, e.g., in the following names: Maria Van Beck and Elizabeth van Beke, married 1582, baptised 1591 (in The marriage, baptismal, and burial registers, 1571 to 1874, and monumental inscriptions, of the Dutch reformed church, Austin Friars, London: with a short account of the strangers and their churches, William John Charles Moens, ed., (Lymington: [King] 1884)), James van Becke 1571 (in Returns of aliens dwelling in the city and suburbs of London from the reign of Henry VIII. to that of James I., R.E.G. Kirk, ed., (Aberdeen [The University Press] 1900-1908.)), and the surname van Beke 1556 (in Aryanhwy merch Catmael & Kymma Godric, "Names from Antwerp, 1443-1561"). Koebler's Old High German etymological database gives beck as a High German word meaning 'basin, bowl'. Fause Losenge notes:

There appear to be three MHG words <becke>: 'basin, bowl' (referring to things like bowls for holding food, basins for washing things in, etc.); 'baker'; and 'bakery; baked goods; baking materials; process of baking; etc.'. It's possible that the first was also used in a topographical sense, but I've seen no evidence for it.

Lacking evidence that Beck is a plausible High German place name, von Beck violates RfS III.1.a Linguistic Consistency by combining Low and High German in the same name phrase. We would change the surname to the wholly Low German van Beck, but the submitter does not allow major changes, such as changing the language of an element.}

Returned for a redraw. The mullets are drawn with elongated points which are no longer registrable per the August 2014 Cover Letter (http://heraldry.sca.org/loar/2014/08/14-08cl.html). The mullets are, also, not in a blazonable position and look a bit like an abstract symbol which is not registerable. The previous submission, Vert, a cheron sable maily fimbriated argent between three smith's tongs Or, was returned on the October 2014 LoR (http://rampart.outlandsheralds.org/2014-09-lop/1410-lor.html), with the following: {Returned for redraw as 'maily' is no longer registerable as of April 2003 per the September 2002 LoAR cover letter. Commentors also note that the fimbriation is too thin and barely recognizable as fimbriation. Submitter should note that changing the maily chevron to a sable chevron would result in a conflict with Fiona O'Morain (September 1973)}.
