Outlands LoP dated 2015-08-16

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 16th day of August, A.S. L (2015 CE), does Lord Gauvain Eisenbein send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for August, 2015.

Particular gratitude this month to the many heralds who included submission return information and/or sent me a text copy of the submission comments.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by September 15th, 2015, for the decision meeting on September 16th, 2015. As a reminder, the College of Arms requests commentary on all items, including appeals.

OSCAR finds the name on the Outlands LoI of December 26, 2014 as submitted.

Per pall sable, azure and argent, in chief a raven displayed with head facing to sinister argent and in base two mullets of six points argetn and azure

The previous submission, Per pall sable, azure and argent, in chief a raven displayed facing sinister argent and in base two mullets of six points counterchanged, was returned on the March 2015 LoAR (http://heraldry.sca.org/loar/2015/03/15-03lar.html#Outlands_returns19) with the following: {This submission is returned for redraw. When using a per pall division, three charges are expected to be co-primaries, one in the center of each section and of roughly similar visual weight. Here the fact that the mullets are much smaller and in base gives the appearance that they are secondary charges and thus this device must be returned for blurring the distinction between co-primary and secondary charges. If the charges had equivalent visual weights, the arrangement of charges would have to be documented: one in the default place, two in base. Additionally, as depicted, the upper sable portion of the field appears smaller that the azure and argent portions and is easily parsed as a chief triangular. On redesign the submitter should make sure that there is no such ambiguity in the depiction.

There is a step from period practice for the use of a bird other than an eagle in the displayed posture.}

Submitter desires a masculine name.

Gabriel is legal name but can be documented to biblical times.

The previous badge, (Fieldless) A cross formy fitchy argent overall a dragon sable bellied gules, was returned on the April 2015 LoAR (http://heraldry.sca.org/loar/2015/04/15-04lar.html#Outlands_returns17) with the following: {This device is returned for having a "barely overall" charge. SENA Appendix I, Charge Group Theory, in defining overall charges states "An overall charge must have a significant portion on the field; a design with a charge that has only a little bit sticking over the edges of an underlying charge is known as "barely overall" and is not registerable." Here, more of the dragon is on the cross than on the field.}

Patrick is found as a masculine given name in the "Index of Scots names found in Dictionary of the Older Scottish Tongue" by Sara L. Uckelman. This spelling is found 19 times starting in 1385 through 1645.

14: Ragnvladr of Rendlesham -Resub Device

Per bend argent and gules, two valknuts counterchanged

The previous submission, Gules, on a bend argent two triangles voided gules and in sinister canton a key and a feather in saltire argent, was returned on the February 2015 LoAR (http://heraldry.sca.org/loar/2015/02/15-02lar.html#Outlands_returns33) with the following: {This device is returned for using voided tertiary charges. SENA A3C states that "Voiding and fimbriation may only be used with ordinaries or simple geometric charges when they are part of a primary charge group". Blazoned on the Letter of Intent as Greek letters delta, the only way in which they could be blazed as letters is in the orientation "inverted bendwise sinister." In that orientation, any identity as letter is lost. As such, they must be considered voided triangles, which are not allowed. If oriented in their default position (along the bend) or palewise, they could be registered as letters.}
