Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 16th day of April, A.S. XLIX (2015 CE), does Lord Gauvain Eisenbein send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for April, 2015.

For all resubmissions (names *AND* devices), please include where the previous submission was returned. This makes it dramatically easier to give the submitter credit for the previous submission. As always, I am requesting an emailed text copy of all name write-ups. Simple is better as the emailed text keeps me from having to retype the submission text with concurrent error introduction.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by May 19th, 2015, for the decision meeting on May 20th, 2015. As a reminder, the College of Arms requests commentary on all items, including appeals.

1: Ceallach Sionnach -New Name

Submitter has no desire as to gender.
Spelling most important.

[Ceallach] - Irish Given Name. From ACADEMY OF SAINT GABRIEL REPORT 1155 (http://www.panix.com/~gabriel/public-bin/showfinal.cgi?1155+0). "Can be both masculine and feminine, and derives from the same root that <Cilli/ne> does."

And from ACADEMY OF SAINT GABRIEL REPORT 3299 (http://www.panix.com/~gabriel/public-bin/showfinal.cgi?3313+0) "Our earliest instance is from after your period, in 1077, for a man recorded as Catharnach Sionnach "The root of the clan byname <o/ Ceallaigh> is the masculine name <Ceallach>. <Ceallach> was also used as a feminine name, but only in the very early period, when it was spelled <Cellach> rather than <Ceallach>"

[Sionnach] - Irish surname - from ACADEMY OF SAINT GABRIEL REPORT 3313 (http://www.panix.com/~gabriel/public-bin/showfinal.cgi?1059+0) There is also a surname <O/ Sionnaigh> [3], based on <sionnach> "fox". This name literally means "male descendant of Sionnach"

Submitter did express an interest in an alternative, 'Hergeirr Edwinson'. Unfortunately, 'Hergeirr Edwinson' is a combination of Scandinavian/English post-1100 which is disallowed via SENA Appendix C (http://heraldry.sca.org/sena.html#AppendixC). Commentors documented 'Edwin' to 1275.

The previous submission, Per chevron inverted purpure and argent, three crescents interlaced in pall inverted horns outward and an open book counterchanged, was returned on the December 2014 LoAR (http://heraldry.sca.org/loar/2014/12/14-12lar.html) with the following: {This device submission is returned for being in violation of A3D2c: Unity of Posture and Orientation. Here the arrangement of the crescents in chief has to be blazoned independently from the book in base which is part of the same charge group. Thus the arrangement is not unified.}
