Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 25th day of March, A.S. XLIX (2015 CE), does Lord Gauvain Eisenbein send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for March, 2015.

For all resubmissions (names *AND* devices), please include where the previous submission was returned. This makes it dramatically easier to give the submitter credit for the previous submission. As always, I am requesting an emailed text copy of all name write-ups. Simple is better as the emailed text keeps me from having to retype the submission text with concurrent error introduction.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by April 17th, 2015, for the decision meeting scheduled at Outlands Heralds and Scribes on April 18th, 2015. As a reminder, the College of Arms requests commentary on all items, including appeals.

[Volkova] - "Paul Goldschmidt's Dictionary of Period Russian Names - Section VL-Y" Paul Goldschmidt (http://heraldry.sca.org/names/paul/vl-y.html). "Volkov" converted to the feminine patrynomic.

Combined Mongol/Russian names should be allowed per SENA Appendix C.

OSCAR finds the name registered exactly as it appears in July of 2012, via the Outlands

Submitter notes that their household is "Handicamp", which is a disability-friendly household. They have camped on the same piece of land at Battlemoor in the Outlands for two years.

Submitter is the hostess/head of the household and desires to formalize the name "Handicamp".

[Kveldúlf] - Norwegian given name Kveldulfr. The plausibility of this name is discussed in St. Gabriel report 2113 (http://www.s-gabriel.org/2113) and in a lengthy precedent in the October 2008 LoAR (http://heraldry.sca.org/loar/2008/10/08-10lar.html).

[Valbrandsson] - Patrynomic byname constructed from the masculine given name Valbrandr, Geirr Bassi, p. 15.

The name `Liliona' is mentioned in St.Gab. #2862

It can be possibly considered a feminizing of `Lilion'

The name `Liliana' was acceptable in the SCA OandA in 1989, 1992, and 3013

This variation of `Liliana' instead of `Liliona' is acceptable to the client, if deemed acceptable and necessary to the Heraldic Offices

16: Sephare de Blythe -New Name & New Device

Language (British 1100+) most important.

Spelling (I like unique but prefer a "guessible" if inaccurate pronouciation) most important.

[Sephare] - "Feminine Given Names in A Dictionary of English Surnames" Talan Gwynek (http://www.s-gabriel.org/names/talan/reaney/) finds 5 instances of Sephare, in various spellings, from 1188 to 1277. Submitter prefers a "ph" or "f" to the "u" for guessing at pronouciation

[de Blythe] - "A History of the County of Lancaster: Volume 3" (http://www.british-history.ac.uk./vch/lancs/vol3/pp247-258#s3), de Blythe appears 4 times during the periods of 1189-1401, (highlighted on the attached pages). Toward the end of the 1400s it appears to have dropped off the "de" portion of the name, but submitter prefers the de if possible.

OSCAR finds the name registered exactly as it appears in July of 2014, via the Outlands

Sable, a stag's head erased, 3 cross crosslet fitchy in chief Or

The previous submission, Or, three frets conjoined and a sinister gore sable, was returned on the July 2014 LoAR (http://heraldry.sca.org/loar/2014/07/14-07lar.html) with the following: {This device is returned for violating the requirement that an "emblazon must be reproducible by a competent heraldic artist, with only normal heraldic variation, from the written blazon." The non-sable portion of the field is not really fretty, which would create an homogenous grid, and it can't be really described as three frets conjoined as there are some extra lines with no relation to the conjoined frets.}
