Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.

What follows is the March 2015 Letter of Intent for the Kingdom of the Outlands.

I would like to thank ffride wlffsdotter, Blue Tyger, Magnus von Lübeck, and all of the heralds who were kind enough to contribute comments on OSCAR.

It is my intent to register this March the following items from the Outlands' College of Heralds.

1: Allesandra Grimani - New Name & New Device

Per saltire azure and pean, in pale three holly leaves conjoined in pile fructed and a winged greyhound passant argent

No major changes.
Language (1500s Italian, preferably Venetian) most important.
Culture (1500s Italian, preferably Venetian) most important.

[Allesandra] - Variation of Feminine version of Italian given name "Alessandro" found 835 times between 1282 and 1532 in Florence. "Academy of Saint Gabriel Report 3339" (http://www.s-gabriel.org/3339); <Allesandra> as a variant of <Alessandra> in the 15th century

[Grimani] - "Surnames from a 16th-Century Italian Armorial" Coblaith Muimnech (http://www.coblaith.net/Names/ItSur/default.html). Patrician family of Venice, including three Doges.

2: Aminah al-Amiriyah - New Name & New Device

Per bend sinister sable and vert, in bend a phoenix rising from flames Or and a seahorse erect argent

Submitter desires a feminine name.

[al-'Amiriyah] - (http://www.s-gabriel.org/names/daud/arabic-naming/) under women's cognomens

The name was originally submitted as <Aminah al'Amiriyah> but a hyphen was added by Kingdom. Kingdom ended up dropping the <'> after OSCAR refused to finalize the letter due to pairing confusion caused by it.

St. Gabriel report no. 2296 (http://www.s-gabriel.org/2296) gives the byname <Skarp> in Sweden dated to 1509.

6: Gwenllian Lorcan - New Name & New Device

Per pale azure and sable, on a pale between a pair of wings inverted argent three pellets sable

Submitter desires a feminine name.
Sound (Sounding/rhyming with Lily) most important.

<Gwenllian> is found as a female given name in "Women's Names in the First Half of 16th Century Wales" by Tangwystyl verch Morgant Glasvryn (http://heraldry.sca.org/names/welshfem16/given.html)

<Lorcan> is an Anglicized Irish surname found in the Family Search Historical Records:

Fraunces Lorcan; Male; Christening; 17 Feb 1621; SAINT JOHN THE EVANGELIST, DUBLIN, DUBLIN, IRELAND; Batch: C70024-1 (https://familysearch.org/ark:/61903/1:1:FR9H-FBQ)

Anglicized Irish and Welsh are part of the same Language Group under Appendix A of SENA and thus can be combined.

So this gets her <Gwenllian Lorcan> as a registerable BUT not authentic for pre-Norman Welsh name.

Submitter withdrew her authenticity request, during internal commentary, in order to have <Gwenllian Lorcan> as the name is more important than her authenticity/language/culture requests. Kingdom changed <Lorcán> to <Lorcan> in accordance with the documentation. The submitter's original documentation did not support either variation of the name so it was removed.

7: Kathleen Willeson - New Name & New Device

Per saltire argent and gules, two roses proper and two horses courant to sinister argent

Submitter desires a feminine name.

This gets authenticity for the late 1500s England. Kathleen Dawes of Warwick is in the county next to Oxfordshire. The Willeson family is mainly in northern England (York and northward). Henry Willeson is found in 1642 Cambridgeshire, which is just east of Oxfordshire. It is reasonable to assume this is authentic for late 1500s Oxfordshire.

8: Kathryn Kilgour - New Name

Submitter has no desire as to gender.
No major changes.
Sound most important.

[Kathryn] - Legal middle name. Driver's license provided.

[Kilgour] - Scottish surname. Form "The Arms of the Royal and Parliamentary Burghs of Scotland" by John patic Crichton and Jame Robert Nicolson McPhail, p. 79. In small print at the bottom of the page, "to the family Kilgour of Nuthill of whose existence, however, the present writer has been able to discover no other traces except that a certain David Kilgour in Lathrisk is stated to have sat upon an assize {Registrum Magni Sigilli, October 19, 1555}"; Also from www.surnamedb.com/Surname/Kilgour. States that Sit Thomas Kilgour (circa 1538) regularly made payments for bear skins. Also lists a David Kilgour of Lathrisk in 1555 who was registered as the heir to his father Alexander Kylgour of Nethill, in the year 1600.

Originally submitted as <Kilgoar> while all the documentation supported <Kilgour>. <Kilgoar> was a typo as confirmed by the submitting herald so it was adjusted to the intended <Kilgour> by Kingdom.

[Shizuka] - Dated to 1185 in Frederic, Louis (2002). "Japan Encyclopedia" (Cambridge, MA: Harvard University Press), page 876: "When Yoshitsune fled to the north in 1185, <Shizuka> Gozen was left behind in the Yoshino mountains and captured by Buddhist monks faithful to Minamoto no Yoritomo."

The Seventeenth Report of the Deputy Keeper of the Public Records in Ireland (Dublin: Alex Thom & Company, 1885) "Kernan" on pages 47 and 87 of the 17th report, and page 84 of the 18th report (http://books.google.com/books?id=NSwNAAAAYAAJ, accessed 08 June 2009); Mari ingen Briain meic Donnchada, "Names Found in Anglicized Irish Documents: Men's Names" (http://medievalscotland.org/kmo/AnglicizedIrish/Masculine.shtml) gives 52 instances of <Owen> as a given name (s.n. Owen) dated from 1570 through 1628, including a number in 1590. Also on the same page (s.n. Murtagh) is <Murtagh Kernan> dated to 1598.

11: Rowland de Grey of Lincolnshire - New Name Change & New Device Change

OSCAR NOTE: filing name should not be registered for a primary name change. It was, in in June of 2015, via the Outlands.

Per pale and per chevron wavy gules and Or, a chevron cotised counterchanged

Old Item: Rowland of Lincolnshire, to be retained as an alternate name.
Old Item: Or, a key palewise wards to base and a base, on a chief embattled gules a compass star Or, to be retained as a badge.
Submitter desires a masculine name.
Client requests authenticity for 1200-1250 England.
Language (English) most important.
Culture (English) most important.

My name is previously registered and I simply wish to add a surname. I have attached my research for the name of "Grey" or "de Grey" and request that it be added to my name in a manner that is correct for an early 13th century English persona. I have based this in large degree on Henry de Grey (1155-1219), who's name carries forward as is through the male line until changed to simply "Grey" in the early 14th Century.

13: Thrond ellri - New Name

Submitter desires a masculine name.
Sound most important.

Originally submitted as <Thrand Elrik> without any documentation other than he wanted something like <Thrand Elrik>. Based on documentation, provided in internal commentary, the submitting herald relayed that the submitter was willing to accept the documented <Thrond ellri> so Kingdom made the change.

Lind col. 1219 sn. Þrándr has: <Þrond> 1360, <Thrond> 1430, 1440

Lind personbinamn col. 73 sn. ellri (meaning "old").
