Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.

What follows is the December 2014 Letter of Intent for the Kingdom of the Outlands.

I would like to thank Green Anchor, Blue Tyger, Magnus von Lübeck, Conrad von Zollern, and all of the heralds who were kind enough to contribute comments on OSCAR.

It is my intent to register this December the following items from the Outlands' College of Heralds.

1: Argyle Robertsoun - New Name & New Device

Per pall sable, argent and azure, in chief a raven displayed facing sinister argent and in base two mullets of six points counterchanged

Submitter desires a masculine name.

The use of surnames as given names has precedence via the September 2012 LoAR Cover Letter.

[Robertsoun] - [DOST] gives 3 instances (1585, 1589, and 1612). The Aberdeen Council Register from the years 1500-1550 give 2 instances (1533 and 1548)

English and Scots is an allowable lingual mix under the standards of SENA Appendix C.

During internal commentary, the submitter provided new emblazons to clear numerous cited conflicts. Many commentors did suggest, after the new emblazons were posted, the mullets be moved up on the field. 2: Baldewin von Ruppin - New Name & New Device

Quarterly vert and azure, a winged wolf segreant between three crosses formy argent

Submitter desires a masculine name.
Sound (12-14th c German) most important.
Spelling (12-14th c German) most important.

[Baldewin] - [Bahlow](Deutsches Namenlexikon , s.n. Baldewein ) cites Baldewin from 1387, Wernher Baldewin from 1206, etc.

[von Ruppin] - dated to 1273 in Henrich Berghaus, Country Book of Mark Brandenburg and the Markgrafthums Lower-Lausitz in the middle of the 19th century (or the geographical-historical-statistical description of the province of Brandenburg): "Die alteste Urfunde villeicht in der sich die Grafen von Lindow auch Grafen <<von Ruppin>> nennen, ist die von 1273, in welcher die Wargrafen Johann... OSCAR finds the name on the Outlands LoI of October 28, 2014 as submitted.

Argent semy-de-lis azure, a catamount queue-forchy passant and on a chief sable three mullets of six points argent

The previous device submission, Argent semy-de-lys azure, a catamount passant queued-fourche sable, was returned on the October 2014 LoR (http://rampart.outlandsheralds.org/2014-09-lop/1410-lor.html) with the following: {Returned for a conflict with Adelaide de Bourbon (January 2002, Ansteorra): Argent semy-de-lys vert, an ounce passant guardant sable incensed gules. There is only one DC for the azure. Unfortunately, the queued-fourche does not count for another DC. Commentors also note that the queued-fourche is not identifiable among the semy-de-lys azure.}

Sveina Bjarnardóttir. The entry at vikinganswerlady.com is s.n. Sveina - Found in Old Swedish as Svena. A short form of feminine names in Svein-, Svæin-. The first element Svein- or Svæin- is from OW.Norse sveinn "youth, young person, young man." Occurs in the runic nominative form suina.

Bjǫrn is also listed as a man's name.

Geirr Bassi forms the patronymic as Bjarnardóttir.

Originally submitted as <Sveina Bjornardóttir> but changed at Kingdom to <Svæina Bjarnardóttir>, with the submitter's consent, based on internal commentary and the submitter's realization that <Sveina> was a typo she made - she did intend to submit <Svæina>.

15: Vaux Cormac - New Device

OSCAR is unable to find the name, either registered or submitted.

Argent, a horse rampant contourny regardant sable in chief an increscent gules

Originally submitted under the name, <Cormaic Vaux>, but the name was changed by Laurel and registered on the October 2014 LoAR (http://heraldry.sca.org/loar/2014/10/14-10lar.html#269) so Kingdom updated the name accordingly.


Thus ends the December 2014 Letter of Intent.
