Outlands Kingdom ILoI dated 2014-05-05

Outlands College of Heralds

May 5, 2014 From the Office of the Castle Herald

Gauvain Eisenbein

castle@outlandsheralds.org

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this very early morning of the 5th day of May, A.S. XLIX (2014 CE), does Lord Gauvain Eisenbein send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for April 2014 with all 44 items received this month included. I apologize once again for the tardiness of this letter. It is my intention and hope that we will be back on schedule starting with the May LoP.

It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again, and also cuts down on errors. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it will very likely be pended until the information is provided or payment is made for a new submission. Likewise, please provide URL's for your citations - it makes every thing better.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by May 20th, 2014, for the decision meeting scheduled for May 21st, 2014. As a reminder, the College of Arms requests commentary on all items, including appeals.

Sound (Abigail, McNaught or Maknauchtan) most important.

3: Alamanda de la Roca -Resub Device

OSCAR finds the name registered exactly as it appears in July of 2010, via the Outlands

Per chevron azure and argent, two mullets of eight points Or and a salamander passant reguardant sable enflamed proper

Submitter's previous device, Per chevron azure and argent, two mullets of eight points Or and a salamander passant reguardant sable enflamed proper, was returned on the December 2013 LoAR (http://heraldry.sca.org/loar/2013/12/13-12lar.html#341) with the following:

{This device is returned for conflict with the device of Benito de Sicilia, Per chevron azure and argent, two suns Or and a Maltese cross gules. There is a DC for changing the type, or tincture, of the bottommost charge, but we can only get a maximum of one DC for all changes made to the "lesser" half of a charge group as defined by SENA A5C2d. As stated in SENA Appendix M, mullets with eight or more points are not considered different from suns.}

Submitter's previous device, Per chevron azure and argent two mullets of eight points argent and a salamander passant regardant sable enflamed proper, was returned on the March 2013 LoAR (http://heraldry.sca.org/loar/2013/03/13-03lar.html) with the following:

{This device is returned for conflict with the device of Deporodh of Rannoch, reblazoned elsewhere on this letter as Per chevron azure and argent, two mullets argent and a birch leaf vert, the device of Kirsten Thorsteinsdottir, Per chevron azure and argent, two compass stars argent and a lion's head erased gules, and the device of Alrikr af Stjarnaheimi, Per chevron throughout azure and argent, two compass stars and a pithon embowed counterchanged. In all cases there is only one DC for the changes to only half of the primary charge group. As the bottommost of three charges is considered a special case "half" of the charge group under SENA A5C2d, any changes to it may only receive a maximum of one DC. Even though it has changed in both type and tincture, we still can only count it as one DC.}

Submitter's previous device, Per chevron azure and argent, three mullets of eight point one and two argent and a salamander rampant sable, was returned on the April 2012 LoR (http://rampart.outlandsheralds.org/2012-03-lop/1204-lor.html) with the following:

{Return for re-draw. This device is not on the standard shield shape from the approved forms, so it makes it hard to tell, but the line of division is way too low on the field. (Using the guides on the standard form, the chevron should have as much of the point above the horizontal marks as it has below at the sides). Further, the mullets are too small to really be considered co-primary. Finally, the charge at the bottom was not readily identified as a salamander, being described as the Geico Gecko or a ferret. If this is to be a heraldic salamander it needs flames. If it is to be a natural salamander it needs to either be tergiant or drawn very carefully, with appropriate detailing, in order to allow the viewer to distinguish it from a weasel or ferret.}

Submitter's previous device, Per chevron azure and argent two mullets of eight points argent and a salamander rampant sable enflamed proper, was returned on the September 2012 LoR (http://rampart.outlandsheralds.org/2012-08-lop/1209-lor.html) with the following:

{Returned for redraw. This is not a proper rendition of flames proper. Flames proper are alternating tongues of gules and Or. Flames Or fimbriated gules (which is the closest to what this is) have been disallowed for decades now. Acceptable images of a heraldic salamander enflamed can be seen here: https://oscar.sca.org/cImages/54/2012-08-09/14-44-16_Salamander.jpg and here: https://oscar.sca.org/cImages/520/2012-08-09/19-16-47_Alamanda%20de%20la%20Roca2_Color.jpg}

Submitter obtained permission to conflict from Benito de Sicilia.

[Motohisa] - 'Japanese Formal Masculine Given Names' Solveig Throndardottir (http://www.s-gabriel.org/names/solveig/nanori/nanorim.html)

Submitter's previous name, Daiyama Chotaro Motohisa, was returned on the June 2011 LoAR (http://heraldry.sca.org/loar/2011/06/11-06lar.html) with the following: {While Daiyama appears occasionally as a modern form, there is no evidence that it is a plausible period surname. The problem is that Dai- is a Chinese reading of the character while -yama is a Japanese reading of the character. We do not have evidence of such combinations in period. The completely Japanese Oyama is found as a period placename and is registerable. However, changing or dropping this element is a major change, which the submitter does not allow. Therefore the name must be returned.

Commenters questioned whether a relatively casual transcription like this is registerable, as it does not indicate differences between long and short vowels. We allow relatively casual transcriptions as long as they are used consistently through an entire name, as is the case here.}

31: Ysabeau de La Rochelle -Resub Device

OSCAR finds the name on the Outlands LoI of July 31, 2013 as submitted.

no blazon given

Submitter's previous device, Quarterly purpure, lozengy gules and Or, lozengy Or and purpure, and gules, an urchin argent within a bordure Or, was returned on the October 2013 LoAR with the following: {This device is returned for non-period style, for having four different backgrounds in a quarterly field. SENA A3B3c says "Elements divided quarterly or per saltire may use any two tinctures..." and goes on to explain that a section may be further divided, but the implication still is that there will be two pairs of matching sections. Without further documentation of this style of field division in period armory, this is not registerable.}
