Outlands LoP dated 2014-02-04

Outlands College of Heralds

February 4, 2014 From the Office of the Castle Herald

Sayyidah Khalidah bint Yahya'a

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 4th day of February, A.S. XLVIII (2014 CE), does Sayyidah Khalidah bint Yahya'a send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald. We would like to thank Lord Gauvain Eisenbein for his assistance with this letter, and for his consideration in taking over as Castle Herald.

It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it may be pended until the information is provided or payment is made for a new submission.

Here follows the Kingdom of the Outlands' Letter of Presentation for February 2014. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by March 15, 2014, for the decision meeting tentatively scheduled for March 19, 2014. As a reminder, the College of Arms requests commentary on all items, including appeals.

3: Wilhelm Reissen -Resub Device

OSCAR finds the name registered exactly as it appears in September of 2010, via the Outlands

Vert, a gore and three bear pawprints Or

Submitter's previous device, Vert a gore Or, arrow point and three bear paws counterchanged, was returned on the January 2014 LoR ( with the following:

{Name returned for a redraw as the College of Heralds has not registered charged gores since March 1992 (11/1991 CL).}

Submitter's previous device, Vert, three pawprints within a bordure Or, was returned on the March 2013 LoAR ( with the following:

{This device is returned for conflict with the device of Watt Kidman, Vert, three goat's hoofprints inverted Or. Neither pawprints nor hoofprints are period heraldic charges. While they do not look similar, both are impressions made by feet of animals; we feel this is similar to the distinction between different types of abstract symbols. In other words, there is a blazonable distinction, but no difference as far as conflict is concerned. There is therefore a DC for the addition of the bordure, but nothing else. There is a step from period practice for the use of pawprints.}

Submitter's previous device, Vert, 3 bear pawprints Or, was returned on the September 2012 LoR ( with the following:

{Returned for conflict with Mac Con mac Rodáin, reg.11/97 (via Atlantia): Per pall azure, sable and argent, three paw prints two and one Or. There is only one countable difference for the field.}

Consulting Herald: Geua filia Guy

4: Zephirine Isabaeu Matheu de Lymos -New Name & New Device

Purpure, a bear rampant contourny and on a chief Or two grape clusters proper

Submitter desires a feminine name.
Language most important.
Culture most important.

[Zephirine] - From the March 2008 LoAR ( - Zephirine le Megre via Trimaris: "Submitted as Zepherine le Megre, no documentation was submitted and none found showing this is a period spelling of this name. The name appears as Zephirinus in Polychronicon Ranulphi Higden maonachi Cestrensis; together with the English translations of John Trevisa and of an unknown writer of the fifteenth century, as the name of an early pope and saint. This would yield a possible 15th C vernacular Zephirin or Zephirine (although we have no evidence that this particular pope was venerated in England; the source for both the submitted documentation and the documentation found by the commenters). We have changed the name to Zephirine le Megre in order to register it."

[Isabeau] - 'Names from Lallaing 1384 - 1600' Domhnall na Moicheirghe, dated to 1536-1597 (

[Matheu] - 'Occitan names from Saint Flour, France, 1380-1385' Aryanhwy merch Catmael, unmarked patronymic (

[de Lymos] - 'Late Period Feminine Names from the South of France' Talan Gwynek, toponymic locative (

Consulting Herald: Modar Naznanich

Correction (2014-Feb-05 09:02:03): The name is Zephirine Isabeau Matheu de Lymos.

And the desired language/culture is <Occitan/French>

Thus ends the February 2014 Letter of Presentation.

In Service,

Sayyidah Khalidah bint Yahya'a
