Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 6th day of December, A.S. XLVIII (2013 CE), does Sayyidah Khalidah bint Yahya'a send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald.

It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it may be pended until the information is provided or payment is made for a new submission.

Here follows the Kingdom of the Outlands' Letter of Presentation for December 2013. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by January 14, 2013, for the decision meeting tentatively scheduled for January 15, 2013. As a reminder, the College of Arms requests commentary on all items, including appeals.

Azure, a falcon striking and in chief 3 mullets of 5 points voided and interlaced argent

Submitter's previous device, Azure, a falcon striking and in chief three mullets of seven points voided and interlaced argent, was returned on the September 2013 LoAR (http://heraldry.sca.org/loar/2013/09/13-09lar.html#250) with the following:

{This device is returned for using voided charges not as part of the primary charge group. SENA A3C states "Charges which are voided as part of their type, such as mascles or mullets voided and interlaced, are not affected by these restrictions. They may even be tertiary charges or maintained charges, and may be used in fieldless designs." However, precedent says: 'Plain mullets voided seem to be fairly rare in period armory, but a mullet of five or six points voided and interlaced was certainly not unknown. Therefore, as both a default mullet, of five points, voided and interlaced and a mullet of six points voided and interlaced are easily recognizable and simple, we are hereby declaring their voiding and interlacing a part of their definition, and partially overturning the Feb 2011 precedent. That precedent will continue to apply with mullets of more than six points voided and interlaced, as being charges that are too complex. Charges that are voided as part of their definition, including such as mascles and annulets, may be used in all types of charge groups. [Ariel Lovechild, A-Ansteorra, November 2011 LoAR]' Mullets of seven points voided and interlaced are unknown in period armory, and are too complex to be used as secondary or tertiary charges. Please advise the submitter, upon resubmission, to draw the falcon in a more recognizable manner. A more distinctly raptor-like beak would be helpful.}

Submitter's previous device, Vert, three pawprints within a bordure Or, was returned on the March 2013 LoAR (http://heraldry.sca.org/loar/2013/03/13-03lar.html#176) with the following:

{This device is returned for conflict with the device of Watt Kidman, Vert, three goat's hoofprints inverted Or. Neither pawprints nor hoofprints are period heraldic charges. While they do not look similar, both are impressions made by feet of animals; we feel this is similar to the distinction between different types of abstract symbols. In other words, there is a blazonable distinction, but no difference as far as conflict is concerned. There is therefore a DC for the addition of the bordure, but nothing else. There is a step from period practice for the use of pawprints.}
