Unto the Sovereigns and members of the College of Arms of the Society, does Khalidah bint Yahya'a, Rampart Herald send her greetings.

What follows is the November 2013 Letter of Intent for the Kingdom of the Outlands.

I would like to thank White Stag, Stag's Attire, Aspen, Green Anchor, Eastern Crown, Brenna Lowri o Ruthin, Goutte d'Eau, and all of the heralds who were kind enough to contribute comments on OSCAR.

It is my intent to register this November the following items from the Outlands College of Heralds.

1: Brandubh Dalrymple - New Name & New Device

Argent, a raven's head erased to sinister sable between three triquetrae each interlaced with an annulet vert

Recent precedent allows for the use of <Brandubh> as a saint's name:

Brandubh Ewebank. Name (see RETURNS for device).

As documented, this name combines two lingual groups (Gaelic and English) and name elements separated by more than 300 years. Brandubh is documented only as a 7th century name, while Ewebank is dated to 1488. However, Brandubh is the name of a saint as well; information about the saint is found in the late period Martyrology of Gorman and Martyrology of Donegal. This shows the saint was venerated in late period. This allows the name to be used as a Gaelic given name under the saint's name allowance through the end of period. This brings the name elements within 300 years, allowing the name to be registered as submitted. [March 2013 LoAR, A-Artemesia]

<Dalrymple> is a Scots surname. The spelling <Dalrimple> is dated to 1536 in "Index of Scots names found in Dictionary of the Older Scottish Tongue" by Aryanhwy merch Catmael (http://www.ellipsis.cx/~liana/names/scots/dost/dalrymple.html). The i/y swap is as common in Scots as in English, so this documentation supports the submitted <Dalrymple>.

Scots and Gaelic can be combined under Appendix C of SENA.

Black's entry for Dalrymple cites this spelling with "of" from c.1390.

2: Edric Capellarius - New Device

OSCAR finds the name registered exactly as it appears in October of 2012, via the Outlands

Per embattled vert and Or, two needles in saltire argent, threaded Or, and a chapeau reversed sable brimmed vert ermined argent

On the 03/13 LoAR: Laurel released the chapeau from being a reserved charge, except for limited colorations. This color pattern is no longer reserved.

6: Lingormr gympe eykr - Resub Device

OSCAR finds the name registered exactly as it appears in March of 2013, via the Outlands

Argent, a sea-serpent contourny embowed counter-embowed erect and in chief three thistles headed purpure slipped and leaved vert

Submitter's previous device, Argent, an oarfish embowed purpure in chief three thistles vert headed purpure, was returned on the September 2013 LoR (http://rampart.outlandsheralds.org/2013-08-lop/1309-lor.html) with the following:

{This must be returned because the primary charge on the emblazon cannot be identified for a proper blazon. Commentors noted that it does not look like a sea-horse, a sea-dragon, an oarfish, or a sea-serpent. Submitter is advised to redraw the device with proper heraldic style for the sea-creature of their choosing.}

Submitter's previous device, Argent, a wingless limbless dragon erect contourny purpure and in chief three thistles vert headed purpure, was returned on the March 2013 LoAR (http://heraldry.sca.org/loar/2013/03/13-03lar.html#Outlands_returns13) with the following:

{This device is returned for redraw, for violating SENA A2C2 which states "Elements must be drawn to be identifiable." Blazoned on the Letter of Intent as a wingless sea-dragon, commenters were unable to identify the charge, instead confusing it with a natural seahorse with a dragon's tail. A sea-creature of any type will have a fish tail with a fluke, not the pointed, spade, or barbed tip of a dragon. Without limbs or wings, a dragon looks very little different from a serpent.}

Submitter's previous device, Or, a dragon sinister purpure maintaining in each forepaw an axe sable hafted proper, in base a drakkar, and in canton the constellation Ursa Minor sable, was returned on the August 2007 LoR (http://rampart.outlandsheralds.org/2007-07-lop/0708-lor.html) with the following:

{Commenters indicate that there are several issues with the device. Laurel precedent forbids the use of constellations within SCA armory, and was most recently affirmed in September 2000: [in chevron five compass stars elongated palewise] To quote Clarion: "It is standard SCA and mundane practice to put charges 'in {ordinary}.'" Thus, this does not fall afoul of the ban against charges in arch, nor that forbidding constellations. [Johann von Sternberg, 09/00, A-Ansteorra] Commenters also indicate that the dragon is wingless and not in a standard heraldic posture, both generating problems with non-period style as well as reproducibility. Finally sails of ships were used in armory to display badges that the bearer was entitled to. This requires sails to be checked for conflict independently. This sail conflicts with the following: United States - December of 1994 (via Laurel) - Argent, six palets gules and a chief azure. 1 CD for removal of the chief. Device returned for Laurel precedent (use of constellations), violation of Rfs VII.7.b (reproducibility of dragon), and conflict of sail armory.}
