Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 6th day of October, A.S. XLVIII (2013 CE), does Sayyidah Khalidah bint Yahya'a send greetings on behalf of Baron Randal Carrick, White Stag Principal Herald.

It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it may be pended until the information is provided or payment is made for a new submission.

Here follows the Kingdom of the Outlands' Letter of Presentation for October 2013. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by November 13, 2013, for the decision meeting tentatively scheduled for November 13, 2013. As a reminder, the College of Arms requests commentary on all items, including appeals.

1: Aegeon The Actor -Resub Device

OSCAR finds the name on the Outlands LoI of April 21, 2013 as submitted.

Per chevron vert and Or two lions of St. Mark statant respectant Or and a rose sable

Submitter's previous submission, Per chevron sable and vert, two St. Mark's Lions statant respectant Or and in base a rose sable fimbriated Or , was returned on the April 2013 LoR (http://rampart.outlandsheralds.org/2013-03-lop/1304-lor.html) with the following:

{This device must be returned for multiple reasons. Please note that commenting heralds were able to provide beautiful representations that would be able to pass. Per precedent, this is too high to be a point pointed and too low to be a chevron. 1/2 of the chevron line of devision needs to be above, and 1/2 below the fess line for it to be considered a chevron. The Rose has one of two problems - If the rose is fimbriation: Roses are too complicated a charge to be fimbriated. Also, fimbriation has to be significantly thicker. Since the rose is not fimbriated: A black rose on a green field is color on color and must be returned. Not a reason to return, but also note: These are "Winged Lions" not "Lions of Saint Mark."  To be a "Lion of Saint Mark" they would need Halos and Books.}

OSCAR finds the name registered exactly as it appears in March of 2013, via the Outlands

Argent, a sea-serpent contourny embowed counter-embowed erect and in chief three thistles headed purpure slipped and leaved vert

Submitter's previous device, Argent, an oarfish embowed purpure in chief three thistles vert headed purpure, was returned on the September 2013 LoR (http://rampart.outlandsheralds.org/2013-08-lop/1309-lor.html) with the following:

{This must be returned because the primary charge on the emblazon cannot be identified for a proper blazon. Commentors noted that it does not look like a sea-horse, a sea-dragon, an oarfish, or a sea-serpent. Submitter is advised to redraw the device with proper heraldic style for the sea-creature of their choosing.}

Submitter's previous device, Argent, a wingless limbless dragon erect contourny purpure and in chief three thistles vert headed purpure, was returned on the March 2013 LoAR (http://heraldry.sca.org/loar/2013/03/13-03lar.html#Outlands_returns13) with the following:

{This device is returned for redraw, for violating SENA A2C2 which states "Elements must be drawn to be identifiable." Blazoned on the Letter of Intent as a wingless sea-dragon, commenters were unable to identify the charge, instead confusing it with a natural seahorse with a dragon's tail. A sea-creature of any type will have a fish tail with a fluke, not the pointed, spade, or barbed tip of a dragon. Without limbs or wings, a dragon looks very little different from a serpent.}

Submitter's previous device, Or, a dragon sinister purpure maintaining in each forepaw an axe sable hafted proper, in base a drakkar, and in canton the constellation Ursa Minor sable, was returned on the August 2007 LoR (http://rampart.outlandsheralds.org/2007-07-lop/0708-lor.html) with the following:

{Commenters indicate that there are several issues with the device. Laurel precedent forbids the use of constellations within SCA armory, and was most recently affirmed in September 2000: [in chevron five compass stars elongated palewise] To quote Clarion: "It is standard SCA and mundane practice to put charges 'in {ordinary}.'" Thus, this does not fall afoul of the ban against charges in arch, nor that forbidding constellations. [Johann von Sternberg, 09/00, A-Ansteorra] Commenters also indicate that the dragon is wingless and not in a standard heraldic posture, both generating problems with non-period style as well as reproducibility. Finally sails of ships were used in armory to display badges that the bearer was entitled to. This requires sails to be checked for conflict independently. This sail conflicts with the following: United States - December of 1994 (via Laurel) - Argent, six palets gules and a chief azure. 1 CD for removal of the chief. Device returned for Laurel precedent (use of constellations), violation of Rfs VII.7.b (reproducibility of dragon), and conflict of sail armory.}

Submitter's previous device, Per pale sable and argent, 3 bats counterchanged within a bordure engrailed gules and sable, was returned on the March 2010 LoR (http://rampart.outlandsheralds.org/2010-02-lop/1003-lor.html) with the following:

{The bats are not identifiable as such, resembling varously seablats or phoenix.  Further, the bordure is improperly counterchanged, resulting in color-on-color under RFS VIII.2.b.i with the gules bordure on the sable field. Absent additional documentation for the posture of the bats and the gules on sable bordure, this device must be RETURNED for re-draw.}

Submitter's previous device submission, Argent, a chevron engrailed gules between three bats sable within a bordure engrailed gules, was returned on February 2009 LoAR (http://heraldry.sca.org/loar/2009/02/09-02lar.html) with the following:

{This device is returned for violation of section VII.7.a of the Rules for Submission, which says that "Elements must be recognizable solely from their appearance." Too many commenters saw this as bats on clouds; under one in five of those shown the emblazon could provide an accurate blazon, even after studying it for many minutes.}
