Outlands Kingdom ILoI dated 2013-09-09

Outlands College of Heralds

September 9, 2013 From the Office of the Castle Herald

Sayyidah Khalidah bint Yahya'a

castle@outlandsheralds.org

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 9th day of September, A.S. XLVIII (2013 CE), does Sayyidah Khalidah bint Yahya'a send greetings on behalf of Mistress Fiachra ni Ciardhubhain, White Stag Principal Herald. We would like to thank Anabel la clergesse for her assistance with this letter.

It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it may be pended until the information is provided or payment is made for a new submission.

Here follows the Kingdom of the Outlands' Letter of Presentation for September 2013. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by October 15, 2013, for the decision meeting tentatively scheduled for October 16, 2013. As a reminder, the College of Arms requests commentary on all items, including appeals.

1: Ábíörn Hallstenson -New Blanket Permission to Conflict

OSCAR is unable to find the name, either registered or submitted.

Sable, two bendlets Or

Submitter's Name and Device appears on the August 2013 LoP (https://oscar.sca.org/index.php?action=100&loi=2113).

I, [Submitter's Legal Name], known in the SCA as Ábíörn Hallstenson, waive the full protection of my registered armory "Sable, two bendlets Or". I grant permission to any future submitter to register armory that is at least one countable step different from my registered armory. I understand that this permission can be withdrawn by written notice to the Laurel Sovereign of Arms, but that conflicting items registered while it is in force will remain registered.

September 3, 2013 [Submitter's Legal Name]

2: Adelaisa Bernoe -Resub Device

OSCAR finds the name on the Outlands LoI of March 26, 2013 as submitted.

Or, three lilies gules

Submitter's previous device, Gules, a tree eradicated Or, in chief five estoilles enarched Or, was returned on the March 2013 LoR (http://rampart.outlandsheralds.org/2013-02-lop/1303-lor.html) with the following:

{This device must sadly be returned for using an unregisterable motif of items in arch. No conflicts were found - therefore, if the estoilles were moved into a blazonable position (such as in fess) a resubmission is possible. Prescedent Set:
Meadhbh ni Dhubhthaigh. Badge. Sable, a tankard Or foamed argent and in chief five gouts in arch Or. This badge is returned for violating our ban on having charges in arch. This practice is disallowed by precedent: "This device must be returned for using an arch of charges, a practice long forbidden in SCA heraldry." [01/2005 Atlantia R-Timothy of Shaftesbury]. [07/2009 LoAR]}

Consulting Herald: Selene of the Sky

Gules, a pilgrim's staff between two marlets Or

The submitter's previous badge, Or, a pilgrim's staff between two marlets gules, was on the August 2013 LoP (https://oscar.sca.org/index.php?action=100&loi=2113) but was withdrawn by submitter because it was identical to device.

Submitter has inverted the colors to give one DC.

OSCAR finds the name registered exactly as it appears in July of 2012, via the Outlands

Per pale, sable and argent, and owl displayed maintaining in its claws a sword in fess, all counterchanged

5: Hawk Rill Hunnybun -Resub Name & Resub Device

Per bend sinister argent and sable, a hawk rising proper and a sword argent, a chief azure a sword to sinister argent

Submitter desires a masculine name.
No major changes.
Sound most important.

Submitter's name, Hawkril de Honeybun, was returned on the November 2012 LoR (http://rampart.outlandsheralds.org/2012-10-lop/1211-lor.html) with the following:

{Even though submitter provided no documentation for this name, commenters were able to find support for variants of this name, including <Hawk Rill Honnybun> or <Hawk Rill Hunnybun> (Essentially, "Hawk" can be found as an English surname, and by precedent used as a given name. "Rill" and "Hunnybun/Honnybun" are both found as surnames, and double surnames are allowed). However, because making any of these changes constitutes a major change to the name which submitter has not allowed, this name must be returned.}

Documentation per Ásfríðr Úlfvíðardóttir and Alys Mackyntoich (Eastern Crown) as commentary on submitter's previous name submission:

{From IGI:

<Hawk> is a late 16th cen. English surname, which, by precedent, can be used as a given name [Alton of Grimfells, 04/2010 LoAR, A-East]:

Sabell Hawk Female Christening 09 Jul 1597 Quethiock, Cornwall, England Batch: C021872

Richard Hawk Male Christening 08 Jun 1594 Minchinhampton, Gloucester, England Batch: C049001

<Rill> is a late-period English surname:

John Rill Male Marriage 02 Oct 1597 Saint Dunstan, Stepney, London, England Batch: M055761

Katherine Rill Female Christening 27 May 1607 Ashbrittle, Somerset, England Batch: P019101

From FamilySearch.org:

<Anne Honibone> 1576 Batch number: P00299-1

https://familysearch.org/pal:/MM9.1.1/V5JF-DD7

<Annys Honybune>, 1578. Batch number: M13003-1

https://familysearch.org/pal:/MM9.1.1/NJ1F-Y5P

<Henry Hunnibunne> 1625. Batch number: M01735-2

https://familysearch.org/pal:/MM9.1.1/NV82-N98

<Elizabeth Hunybun>, 1645. Batch number: P01847-1

https://familysearch.org/pal:/MM9.1.1/JWDT-WML

Since double surnames are also found in late-period English, <Hawk Rill Honnybun> or <Hawk Rill Hunnybun> is registerable.}

Submitter's previous device, Sable, a dragon's skill pierced with swords and a chief embattled argent, was returned on the November 2012 LoR(http://rampart.outlandsheralds.org/2012-10-lop/1211-lor.html) with the following:

{The device is returned for lack of a name to send it up with, as well as for multiple issues on it's own. Several commenters noted that this looks more like a bull's head cabossed rather than any type of skull, due to the lack of any detailing. More significantly, the position of the swords is not readily blazonable because they are not in any identifiable period arrangement like "in saltire". The device should be re-drawn to improve the identifiability of the skull and re-arrange the swords into a recognizable configuration (note that this will require a new conflict check, which could identify other issues).}

'Difference between a Chess Rook and a Zule'

From the July 1996 LoAR (http://heraldry.sca.org/loar/1996/07/lar.html):

{Anas ibn Haroun Abd al-Zaki. Badge. [Fieldless] A zule sable. A possible conflict was called against Salaamallah the Corpulent (SCA), Papellonny Or and gules, a chess-rook sable. Several modern heraldists equated the two charges. However, according to the PicDic the English confusion between zule and chess rook can't be period: the charge, originally Dutch, was introduced into England during the reign of William of Orange (1689-1702). The name is from Dutch zuil `column'. While it is not entirely certain that the charge was originally intended to represent a column, there appears to be no doubt that it wasn't intended to represent a chess rook. Given that in period they were not considered the same charge, and there is no real visual similarity, there is a CD between the two.}

7: Juan Osorio de Segovia -Resub Device

OSCAR finds the name on the Outlands LoI of November 25, 2012 as submitted.

Argent, a brown bear rampant and in sinister a gore vert

Submitter's previous device, Argent, a bear rampant sable and in sinister chief, an estoile gules and a gore sinister vert, was returned on the November 2012 LoR (http://rampart.outlandsheralds.org/2012-10-lop/1211-lor.html) with the following:

{SENA Appendix J: Documented and Forbidden Arrangements of Charge Groups on Armory lists a number of designs with three or more charge groups on the field that have been documented.  Because this device does not fit into any of them (the closest being  "A primary charge group, a secondary charge group around the primary charge group (semy, in orle, or numbered charges), and a peripheral ordinary."), this device needs to have individual documentation to support this arrangement. http://heraldry.sca.org/laurel/sena.html#AppendixJ}

{Return for Conflict with (Fieldless) A valknut Or. [Thorhalla Carlsdottir Bröberg, LOAR 12/1991]. One difference for changing the field. When re-submitting, please consider the 2008 precedent: "This device is returned for a redraw of the valknuts. For purposes of SCA heraldry, a valknut is three voided triangles interlaced." {This device is returned for a redraw, for violating the guidelines set forth on the May 2011 Cover Letter for a properly drawn per chevron field division; the field division here is too low. Please see that Cover Letter for further discussion and details of how to properly draw per chevron lines of division.

Per bend dovetailed Or and gules, a hawk volant and a serpent targent reversed and wreathed counterchanged

{The primary reason for return is the fact that the Dovetailing is so small that it vanishes from a distance and becomes unidentifiable. Please also note that this snake is in bend - which is grey-area as to whether it breakign the rule of "unity of postures". Many commenters also had a problem with the posture of the bird.
