Unto the Sovereigns and members of the College of Arms of the Society, does Andrew von Otelingen, Rampart Herald send his greetings.

What follows is the August 2013 Letter of Intent for the Kingdom of the Outlands.

I would like to thank all of the heralds who were kind enough to contribute comments on OSCAR and during commentary meetings during my tenure as Rampart. As I am moving out-of kingdom to further my education - this will be my last Letter of Intent (LoI) as Rampart Herald. I appreciate all of your support through my mistakes and successes as Rampart Herald and the various other positions I have held.

I am confident that my replacement, Sayyidah Khalidah bint Yahya'a, will fill the role well. Her experience as Castle Herald should support her well in this roll - but I also hope that you all continue to support her as you have supported me in my tenure.

It is my intent to register this June the following items from the Outlands College of Heralds:

1: Ailinn Shadowfox - New Badge

OSCAR finds the name registered exactly as it appears in February of 1986, via Atenveldt

Argent, a fox mask sable between in fess two triquetrae vert

Submitter's previous badge, Argent, within a bordure engrailed enpoint of trefoils vert, a fox's mask sable, was returned on the May 2006 LoR (http://rampart.outlandsheralds.org/2006-04-lop/0605-lor.html) with the following:

{Originally returned for conflict on the April 2005 Letter of Reply. This redesign clears the previously noted conflicts. Commenters indicate that there is a conflict with the following device:

Katharine Wulfesege, April of 1992 (via Atlantia): Argent, a wolf's head cabossed sable within an orle of vines vert. One CD for change of type of secondaries. Commenters discussed the change of the complex line of division change, in this case a bordure engrailed, and determined that this falls under Rfs. X.4.e. Type Changes which states "Significantly changing the type of any group of charges placed directly on the field, including strewn charges or chargers overall, is one clear difference." This rule further states "…since the edge partition line of a charge is part of its type, the change from a pale wavy to a pale embattled is one clear difference. Changing from a pale wavy to a fess embattled is also one change of type, not a change of type plus a change of edge partition." This renders the addition of the line of division moot, and results in a single change from a orle to a bordure. Commenters also suggested that the recent registration of the conflicting device may allow for a letter of permission to conflict. Device returned for conflict.}

Submitter's previous badge, (Fieldless) A fox's mask sable, was returned on the April 2004 LoR (http://rampart.outlandsheralds.org/2005-03-lop/0504-lor.html) with the following:

{Originally blazoned as A fox mask sable, the blazon has been corrected for grammar and SCA convention. This badge is returned for conflict with Wulfere Ironshield - April of 1983 (via the Middle) Gyronny arrondi Or and gules, a wolf's head cabossed sable, with a single CD for field vs. fieldless. There is a possible conflict with Conrad Stronghand - February of 1980 (via Meridies) Or, a wolf's head caboshed sable maintaining a rose gules, barbed, seeded, slipped, and leaved proper, with a CD for field vs. fieldless. The date of the registration indicates that there is a possibility that the rose is large enough to be considered sustained under the current rules, and therefore may be worth a second CD, though this is no guarantee.}

2: Caer Galen, Barony of - New Badge

OSCAR finds the name registered exactly as it appears in January of 2004, via the Outlands

Azure, an open book Or, a bordure embattled argent.

Submitter requested that the badge be associated with Caer Galen Bookbinders Guild but the guild's name is not registered.

Consulting Herald: Shoshanah Simkhah bas Ruven

Submitter provided the replacement emblazon of Azure, a book displayed Or, a bordure embattled argent to clear conflict.

3: Finn Ua Briain - New Name

Submitter desires a masculine name.

The submitter liked the suggested fully-period name from kingdom commentary - preferring authenticity - and therefore has changed his submission from "Finn O'Brien" to "Finn Ua Briain"

<Finn> is the Middle Irish Gaelic form of a masculine given name found in Mari ingen Briain meic Donnchada's "Index of Names in Irish Annals" (http://medievalscotland.org/kmo/AnnalsIndex/Masculine/Finn.shtml), with relevant Annals dates of 923, 944, 949, 972, 979, 1095, 1126, 1145, 1160.

If the submitter is interested, a wholly Middle Irish Gaelic form of the submitted name would be <Finn Ua Briain>

Azure, an estoile of eight points and eight crescents in annulo, pointing inward, argent

Submitter's previous badge, (Fieldless) A scimitar argent, cross guard Or and hilt sable, draped by a veil azure, was returned on the February 2013 LoR (http://rampart.outlandsheralds.org/2013-01-lop/1302-lor.html) with the following:

{Returned for a violation of SENA A.1.C, requiring that the emblazon be reproducible from the blazon, and that the emblazon reproducible from the blazon (http://heraldry.sca.org/laurel/sena.html#A1C). The veil is not consistently identifiable as such, and the position & relation to the sword is not reproducibly blazonable.}

Based on Kingdom Commentary - the submitter replaced the attempted "on a roundel" submission to have the Azure be a complete field as the submitter had intended - and the submitter is now aware that she can re-produce it on a roundel if she so desires.


Thus ends the August 2013 Letter of Intent.
