Unto the Sovereigns and members of the College of Arms of the Society, does Andrew von Otelingen, Rampart Herald send his greetings.

What follows is the July 2013 Letter of Intent for the Kingdom of the Outlands.

I would like to thank all of the heralds who were kind enough to contribute comments on OSCAR.

4: Diana Doria - Resub Device

OSCAR finds the name registered exactly as it appears in August of 2004, via the Outlands

Azure, a four-harness loom argent.

Submitter's previous device, Azure, a loom argent between a pair of flaunches sable with a semy of sparks argent, was returned on the March 2012 LoR (http://rampart.outlandsheralds.org/2012-02-lop/1203-lor.html) with the following:

{Returned for Redraw. Unfortunately, flaunches, being peripheral ordinaries, cannot be fimbriated, leaving this device with contrast issues of color-on-color. A simple redeisgn would be to make the flaunches argent estencelly sable or argent estencelly azure. As a caution, some commenters had issues with the identifiability of the loom, given the complexity of the depiction.}

Submitter provides documentation for the loom's appearance on the field and use of a loom in heraldry.(Internal commentators questioned the relevance of the sources).

> Documentation was provided as to other charges (Chairs, an Apple Press, dice etcetera) in train aspect for identifiability.

We there fore ask for a ruling as to whether this is acceptable or not, and why.

5: Ellinor Rose Sanbourne - Resub Device

OSCAR finds the name registered exactly as it appears in June of 2012, via the Outlands

Azure, a rose within an orle argent

Submitter's device was returned on the April 2012 LoR (http://rampart.outlandsheralds.org/2012-03-lop/1204-lor.html) due to conflicts with:

{- Catrin ferch Dafydd (reg. 07/1994 via Caid), "Azure, a rose, slipped and leaved, within a bordure dovetailed argent." One CD for the type of peripheral.

- Olivia Whytrose (reg. 10/1999 via An Tir), "Per saltire gules and sable, a rose within an orle argent." One CD for the field.

- Chiara Grassi (reg. 04/2003 via the Outlands), "Azure, in fess two roses slipped and leaved within an orle argent." One CD for the number of roses.}

Olivia Whytrose now has a blanket permission to conflict:

To resolve the Marshalling issue, the Submitter added the three roundels to his bordure. The submitter provided the replacement emblazon.

Some commentators made mention of the tail barely sticking out or that there is the back of the coronet visible in front of the tail. Please further note that it is the submitters intent to have the tail enfiled of the coronet and that any problem is due to the use of Clip Art for the submission.

[Aderyn] - The 2002 book Courtship and Constraint: Rethinking the Making of Marriage in Tudor England by Diana O'Hara discusses a lawsuit involving parties named Alis Porter and Regenold Aderyn. Thus, the name can be registered as submitted.

Note: Submitter will not accept changes to given name. Requests authenticity for the byname/surname. Submitter would prefer "Nest Aderyn" or "Nest de Aderyn" (or otherwise authentically spelled). However, Submitter will accept the properly spelled version of "Nest from/of Craig yr Aderyn" (Carig yr Aderyn ("Bird's Rock") can be found at: http://jncc.defra.gov.uk/default.aspx?page=2081 - the place dates to the 13th century, no dated spelling found)

Please note that there was discussion as to how SENA A3B3C applies to this device.

c. Elements Divided Quarterly or Per Saltire: Elements divided quarterly or per saltire may use any two tinctures or furs, as long as they do not share a base tincture. A section of such a field may generally not be further divided except in a pattern of multiple divisions. Effectively, that means that either they must be made up of a color and metal or one half must be evenly split between color and metal, and identifiability must be maintained.

We question whether Lozengy is a "further division" or a Field Treatment. Also, "generally" - so when does it not apply? Further - the fact that each quarter is different brings further questions.

Due to the overall Urchin and unifying bordure - this is clearly not marshaling under SENA

We believe that the alternating tinctures of the field be, at least, a Step from Period Practice - however we request a ruling on this depiction and clarification on the application of this rule.
