Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 9th day of July, A.S. XLVIII (2013 CE), does Sayyidah Khalidah bint Yahya'a send greetings on behalf of Mistress Fiachra ni Ciardhubhain, White Stag Principal Herald.

It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it may be pended until the information is provided or payment is made for a new submission.

Here follows the Kingdom of the Outlands' Letter of Presentation for July 2013. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by August 15, 2013, for the decision meeting tentatively scheduled for August 21, 2013. As a reminder, the College of Arms requests commentary on all items, including appeals.

1: Adelaisa Bernoe -Resub Device

OSCAR finds the name on the Outlands LoI of March 26, 2013 as submitted.

Or, a chevron between three lilies gules

Submitter's previous device, Gules, a tree eradicated Or, in chief five estoilles enarched Or, was returned on the March 2013 LoR (http://rampart.outlandsheralds.org/2013-02-lop/1303-lor.html) with the following:

{This device must sadly be returned for using an unregisterable motif of items in arch. No conflicts were found - therefore, if the estoilles were moved into a blazonable position (such as in fess) a resubmission is possible.

Prescedent Set: Meadhbh ni Dhubhthaigh. Badge. Sable, a tankard Or foamed argent and in chief five gouts in arch Or. This badge is returned for violating our ban on having charges in arch. This practice is disallowed by precedent: "This device must be returned for using an arch of charges, a practice long forbidden in SCA heraldry." [01/2005 Atlantia R-Timothy of Shaftesbury]. 2: Ailinn Shadowfox -Resub Badge

OSCAR finds the name registered exactly as it appears in February of 1986, via Atenveldt

Argent, a fox mask sable between in fess two triquetra vert

Submitter's previous badge, Argent, within a bordure engrailed enpoint of trefoils vert, a fox's mask sable, was returned on the May 2006 LoR (http://rampart.outlandsheralds.org/2006-04-lop/0605-lor.html) with the following:

{Originally returned for conflict on the April 2005 Letter of Reply. This redesign clears the previously noted conflicts. Commenters indicate that there is a conflict with the following device:

Katharine Wulfesege, April of 1992 (via Atlantia): Argent, a wolf's head cabossed sable within an orle of vines vert. One CD for change of type of secondaries. Commenters discussed the change of the complex line of division change, in this case a bordure engrailed, and determined that this falls under Rfs. X.4.e. Type Changes which states "Significantly changing the type of any group of charges placed directly on the field, including strewn charges or chargers overall, is one clear difference." This rule further states "…since the edge partition line of a charge is part of its type, the change from a pale wavy to a pale embattled is one clear difference. Changing from a pale wavy to a fess embattled is also one change of type, not a change of type plus a change of edge partition." This renders the addition of the line of division moot, and results in a single change from a orle to a bordure. Commenters also suggested that the recent registration of the conflicting device may allow for a letter of permission to conflict. Device returned for conflict.}

Submitter's previous badge, (Fieldless) A fox's mask sable, was returned on the April 2004 LoR (http://rampart.outlandsheralds.org/2005-03-lop/0504-lor.html) with the following:

{Originally blazoned as A fox mask sable, the blazon has been corrected for grammar and SCA convention. This badge is returned for conflict with Wulfere Ironshield - April of 1983 (via the Middle) Gyronny arrondi Or and gules, a wolf's head cabossed sable, with a single CD for field vs. fieldless. There is a possible conflict with Conrad Stronghand - February of 1980 (via Meridies) Or, a wolf's head caboshed sable maintaining a rose gules, barbed, seeded, slipped, and leaved proper, with a CD for field vs. fieldless. The date of the registration indicates that there is a possibility that the rose is large enough to be considered sustained under the current rules, and therefore may be worth a second CD, though this is no guarantee.}

3: Caer Galen, Barony of -New Badge

OSCAR finds the name registered exactly as it appears in January of 2004, via the Outlands

Submitter requested that the badge be associated with Caer Galen Bookbinders Guild but the guild's name is not registered.

Per chevron sable and vert, an owl rising affronty wings displayed inverted argent

Submitter's previous device, Per chevron sable and vert, a european eagle owl displayed affronty argent, returned on the March 2013 LoR (http://rampart.outlandsheralds.org/2013-02-lop/1303-lor.html) with the following:

{This device must be returned both for style and conflict issues.

Style: Per precedent, this line of devision is too low to be "Per cheveron" and too high to be a "Point Pointed". 50% of the chevron should be above the per fess line, 50% below.

Conflicts: Because this is displayed, it must be checked against all Eagles. Therefore there are multiple conflicts. Some are:

Francesca of Bright Angel (reg. 01/1973), "Azure, a dove displayed, head elevated argent"

Este, House of (reg. 12/1994 via Laurel), "Azure, an eagle displayed argent crowned Or."

Nemanjici, Kings of Serbia (reg. 05/2002 via the West), "Gules, a double-headed eagle crowned argent."

Poland (reg. 12/1994 via Laurel), "Gules, an eagle displayed argent crowned Or."

Submitter's previous badge, (Fieldless) A scimitar argent, cross guard Or and hilt sable, draped by a veil azure, was returned on the February 2013 LoR (http://rampart.outlandsheralds.org/2013-01-lop/1302-lor.html) with the following:

{Returned for a violation of SENA A.1.C, requiring that the emblazon be reproducible from the blazon, and that the emblazon reproducible from the blazon (http://heraldry.sca.org/laurel/sena.html#A1C). The veil is not consistently identifiable as such, and the position & relation to the sword is not reproducibly blazonable.}

Submitter provides an explanation for her badge design:

'Device is Azure, entwined about a crescent argent, a dragon Or, grasping for, in sinister chief, an estoile of eight points argent and I desire a badge that is comprised of the elements of the device, those being a blue (azure) roundel containing a silver (argent) estoille of 8 points within a bordure of 8 silver (argent) crescents.'
