Unto the Sovereigns and members of the College of Arms of the Society, does Andrew von Otelingen, Rampart Herald send his greetings.

What follows is the June 2013 Letter of Intent for the Kingdom of the Outlands.

I would like to thank all of the heralds who were kind enough to contribute comments on OSCAR.

OSCAR finds the name registered exactly as it appears in December of 2010, via the Outlands

I, [Submitter's Legal Name], known in the SCA as Anzelm Kowalski waive the full protection of my registered name "Anzelm Kowalski". I grant permission to any future submitter to register a name that is not identical my registered name. Device: We note that the bordure is a little thin. We do not believe it to be problematic enough for a return - it is clearly identifiable and visible.

6: Dawn Schadeu - New Name & New Device

Per chevron gules and Or, a phoenix, head to sinister, counterchanged, and a demi-sun issuant from base sable

Changed at Kingdom from Dawn Shadew to Dawn Schadue to match documetnation.

[Dawn] - [Bardsley] pg 268, dated to 1379. Also attested as the Legal name of the submitter by submitting herald & Rampart.

[Schadue] - 'Northamptonshire Tax Assessment, 1301: Huxloe Hundred' (http://www.medievalgenealogy.org.uk/subsidies/transcripts/huxloe1301.shtml), as Schadue

Submitter also lists name element variants that are acceptable if the first choice is not -

Surname: Schadue, Shadewe, Shadow

Correction (2013-Jun-21 08:06:03): My apologies - I corrected it in the letter correctly - reversed the "ue" to be "eu" in the header.

Device: Sumbiter attached a note regarding a copyrighted image used.

Key section:

The license normally requires the image to be attributed to its original author whenever it is

displayed. Heraldry does not lend itself to such attributions, so the author has granted a waiver to

the terms of the license, provided that the following text crediting him is filed as part of the

permanent record for the device:

OSCAR finds the name on the Outlands LoI of April 21, 2013 as submitted.

Per chevron azure and argent, three mullets of eight points and a rose counterchanged

Pended on Last letter - the new Emblazon was provided by the submitter to resolve the issue with the Chevron not being a per Chevron line of division.

OSCAR finds the name registered exactly as it appears in August of 2012, via the Outlands

Per bend sinister gules and sable, bendwise two cog wheels argent

Emblazon provided by submitter - replaced at kingdom to resolve the issue with the Cogs.

15: Keina MacRath - New Device

OSCAR finds the name registered exactly as it appears in December of 2012, via the Outlands

Azure, a falcon striking and in chief three mullets of seven points voided and interlaced argent

Submitter's previous device, Azure, a falcon striking within a bordure embattled argent , was returned on the September 2012 LoR (http://rampart.outlandsheralds.org/2012-08-lop/1209-lor.html) with the following:

{Returned for conflict with Arianwen ferch Lawen, reg. 12/87 via Calontir: Azure, a swallow volant within a bordure embattled argent. There's at most a difference for the posture of the bird, but that's it. On any resubmission, it should be noted that the bordure needs to be significantly thicker.}

Certain commentators had issues with the voided mullets of 7 points - however, SENA A3C expressly permits it. "Charges which are voided as part of their type, such as mascles or mullets voided and interlaced, are not affected by these restrictions. They may even be tertiary charges or maintained charges, and may be used in fieldless designs."

Some suggested a change to that rule to limit it to five- and six-pointed stars. Rampart sees benefits and drawbacks - specifically noting the difficulty in noticing that the star is voided and interlaced from a distance.

Submitter's previous badge, (Fieldless), a cross of Toulouse argent voided azure, was returned on the January 2006 LoR (http://rampart.outlandsheralds.org/2005-12-lop/0601-lor.html) with the following:

We believe this clear of (Fieldless) A chicory flower azure slipped and leaved vert, stem surmounted by a ladybug proper. (Moira Maureen ua Seamus of the Green Hills Sept 1992 via Atlantia) - 1 DC for Fieldlessness, 1 DC for the Ladybug.
