Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 9th day of February, A.S. XLVII (2013 CE), does Sayyidah Khalidah bint Yahya'a send greetings on behalf of Mistress Fiachra ni Ciardhubhain, White Stag Principal Herald. We would like to thank Baron Randal Carrick for his assistance and support during his tenure as Rampart Herald.

It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it may be pended until the information is provided or payment is made for a new submission.

Here follows the Kingdom of the Outlands' Letter of Presentation for February 2013. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by March 15, 2013, for the decision meeting tentatively scheduled for March 20, 2013. As a reminder, the College of Arms requests commentary on all items, including appeals.

Sable, an escallop within a bordure argent

Submitter's previous device, Sable, an escallop within a bordure argent, was returned on the June 2011 LoAR (http://heraldry.sca.org/loar/2011/06/11-06lar.html) with the following:

{This device is returned for conflict with the device of Morwen ferch Owain ap Evan, Vert, a whelk within a bordure argent. Precedent says: Batonvert has demonstrated, through multiple examples, that escallops and whelks were interchanegable in period armory. Therefore, unless future evidence to the contrary is presented, all shells will be considered to conflict with all other shells. [Theodosia Ouranos of Constantinople, May 2010, R-Meridies] No such evidence has been presented, so we are upholding the precedent. There is a single CD between the devices, for changing the tincture of the field.}

The submitter has obtained a letter of permission to conflict from Morwen ferch Owain ap Evan.

Submitter's previous device, Per pale purpure and sable, a winged rose and in chief a crescent argent, was returned on the December 2012 LoR (http://rampart.outlandsheralds.org/2012-11-lop/1212-lor.html) with the following:

{Returned for re-draw. As drawn, the crescent is not "in chief", as it is within the tips of the wings, and too small relative to the winged rose to be "in pale", making this arrangement hard to blazon effectively. On re-submission, making the rose larger and moving the charge further down on the field should leave more room for a larger crescent to be placed properly in chief. Also, the crescent could stand to be given much more curvature (for example, http://www.heraldicclipart.com/catalog/index15.html). }

The submitter's previous name, Rhiannon Blaidd, and device, Or, a wolf rampant gules within a bordure sable, were withdrawn by the submitter after commentary on the November 2012 LoP (https://oscar.sca.org/index.php?action=100&loi=1663) stated that Rhiannon could no longer be registered and the device was in conflict with Malcolm MacNeill, registered April 2011 via Artemisia: Or, a fox rampant gules, a bordure sable semy of musical notes Or

The submitter choose a new name and changed the position of the wolf to provide a second CD.
