Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 6th day of June, A.S. XLVII (2012 CE), does Sayyidah Khalidah bint Yahya'a send greetings on behalf of Mistress Fiachra ni Ciardhubhain, White Stag Principal Herald.



It would assist Castle Herald greatly in the future if you would e-mail a copy of the documentation summary for name submissions along with the paper copies. It saves having to re-type everything again. Also, please be sure that you include dates of registration and return for armory for previously registered names and resubmissions of any kind. If Castle can't find where an item was returned, it may be pended until the information is provided or payment is made for a new submission.



Here follows the Kingdom of the Outlands Letter of Presentation for June 2012. Your comments and suggestions are always welcome. Errors found herein are my sole responsibility. Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Please have comments on items contained herein to Rampart Herald by July 15, 2012, for the decision meeting tentatively scheduled for July 18, 2012. As a reminder, the College of Arms requests commentary on all items, including appeals.

1: Amicia de Braci -Resub Name & Resub Device

Original submission, Elena de Braci, was returned by Northshield on Nov 28 2010 for auditory conflict with Elina de Braose (reg. 2/1996 via the Middle). (Attested by Keythong Herald and Polaris Principal Herald). The submitter has cleared the conflict by changing the given name.

Regarding Occitan and Italian admixtures for names, from the 06-2010 LOAR:

"While there does not appear to be a specific precedent on the admixture of Italian and Occitan, based on the precedents ruling that mixing English, German or Spanish with Occitan is a step from period practice as is mixing Italian with French, Catalan or Spanish, we feel there would be at most one step from period practice for mixing Italian and Occitan. There may not even be that given the heavy amount of interaction and contamination between mainstream Italy and the Occitan regions during the Avignon Papacy."

[d'Orsini] - Italian family name. [Orsini] is found in the Florentine Renaissance Resources: Online Tratte of Office Holders 1282-1532, edited by David Herlihy, R. Burr Litchfield, and Anthony Molho, online from Brown University at: http://www.stg.brown.edu/projects/tratte/doc/SURNAM1.html

This name use the alternate [d'Orsini] instead of di Orsini, exemplified by Giordano d'Orsini, bishop of Albano in the list of participants from the list of participants in the Conclave of 1417, found here: http://www2.fiu.edu/~mirandas/constancelist.htm

Previous badge, On a lozenge gules, a griffon's head contourny erased argent collared sable studded argent, was returned on the March 2012 LoAR (http://heraldry.sca.org/loar/2012/03/12-03lar.html) with the following:

{This badge is returned for multiple reasons.

Blazoned as submitted, this device is returned for violating section VIII.1.c.ii of the Rules for Submissions, which requires that "All charges should be placed either directly on the field or entirely on other charges that lie on the field." As we consider good-contrast collars on beast heads as a distinct charge, this badge has four layers: field, lozenge, griffin's head, collar. This exceeds the layer limit and so must be returned.

As a lozenge is considered a medium for heraldic display, this must also be considered as Gules, a griffin's head contourny erased argent collared sable studded argent. However, under this blazon this badge must be returned for conflict with the device of Orisin na Oir Claiomh, Vairy Or and vert, a griffin's head erased, facing sinister, argent, gorged of a collar azure, studded Or. There is one CD for the change of field, but nothing for the change of tincture only of the tertiary collar. It should be noted that under the proposed new rules this would not be a conflict.

Blazoned on the Letter of Intent as collared sable platy, the argent roundels here are the equivalent of artistic detail, and so we have reblazoned the collar as sable studded argent.}


4: Broddi Hornabrjótr -Resub Device

OSCAR thinks the name is registered as Broddi hornabrjótr in February of 2012, via the Outlands.

Submitter's previous device, Per fess indented vert and sable, four bear pawprints argent, was returned on the February 2012 LoAR (http://heraldry.sca.org/loar/2012/02/12-02lar.html) with the following:

{This device is returned for having the pawprints in an unblazonable orientation. They are somewhere between palewise and bendwise or bendwise sinister. There is a step from period practice for the use of pawprints.}

Submitter changes the posture of the paw prints.


5: Cera ingen Rónáin -Resub Badge

OSCAR finds the name registered exactly as it appears in July of 2005, via the Outlands

Fieldless, on a mascle argent a hummingbird rising to sinister wings adorsed purpure

Submitter's previous device, (Fieldless) A hummingbird rising to sinister gules, was returned on the December 2010 LoAR (http://heraldry.sca.org/loar/2010/12/10-12lar.html) with the following:

{This badge is returned for visual conflict under section X.5 of the Rules for Submissions with the device of Malcolm MacRuairidh of Blackoak, Argent, raven striking to sinister gules. While there may be a CD between a raven and a hummingbird in the usual case, a question which we will not answer at this time, in this case, the depictions are much too similar visually.

The badge is, however, clear of the badge of Peregrine of the Crescent Hawks, (Fieldless) In pale a hawk rising to sinister gules grasping in its talons a bugle-horn stringed Or, reblazoned elsewhere on this letter. The bugle is a sustained charge. There is a CD for fieldlessness and a CD for the change of number of primary charges.

The use of a hummingbird would be a step from period practice.}

{This device conflicts with that of Brianne Hyla, Per chevron Or and vert, in base a maple tree couped Or. There is a single CD for the changes to the field, but Brianne's tree is forced to base therefore there is not a CD for position. Prior precedent has stated "Brianne's tree is a 'maple' due only to artistic detailing, it is otherwise identical to a generic tree" (Gregor MacDonald and Petronel Harlakenden, 10/2008), thus there is no difference for the type of tree. The tree issuing from the stump is blazonable, but does not count for difference against another tree, just as a tree couped is not a CD from a tree eradicated.

The submitted device is also in conflict with Della Rovere, Dukes of Urbino (important non-SCA arms), Azure, an oak tree eradicated its four branches knotted in saltire Or. There is a CD for changes to the field, but by precedent (q.v. Gregor MacDonald and Petronel Harlakenden, 10/2008), the nowing of the branches is not worth a CD.}

{Precedent and the Administrative Handbook differ slightly on the level of difference required between a submitter's legal name and their registered SCA name. Relevant precedent says that Riebling is too similar to Riebli, while Ribelinck is different enough from Riebli to be registered [Walter Ribelinck, 08/2003 LoAR, A-Caid]. Similarly, Kellahan is too similar to Callahan, while O Kellahan is different enough from Callahan to be registered [David O Kellahan, 11/1997 LoAR, A-Middle].

As the difference between the submitter's legal surname and her submitted byname is only the addition of the final -s, the name cannot be registered as submitted. A larger change, like making the name del Mere or atte Mere, would be enough of a change to allow the registration of this name.}

{Commenters indicate that the double [a] in [Zaahira] should probably be changed to [?] in accordance with a November 2005 precedent:

Submitted as Khaliil ibn `Abd al-rah.maan, the name itself is fine, but there are some problems with the transcription. As submitted, the transcription is a non-standard form. For example, the spelling in the both the given name and the byname uses ii to represent a long vowel; double vowels are an ASCII representation of long vowels but are not part of any scholarly or SCA standard transcription. In the SCA standard, the long vowels are represented as {v-}. Also, in standard transcriptions the R in Ra{h.}maan is capitalized. We have changed the transcription to the SCA standard Da'ud notation and registered this name as Khalīl ibn `Abd al-Ra{h.}mān. [Khalīl ibn `Abd al-Ra{h.}mān, 11/05, A-Gleann Abhann]

Commenters also indicate that [Lu'Lu'] appears to be a masculine given name in Da'ud's article "Period Arabic Names and Naming Practices" located at http://www.sca.org/heraldry/laurel/names/arabic-naming2.htm.

Commenters could find no documentation for [al-Balansiyyahi].

Permission to conflict with the two gentles mentioned above is not required for this name, as the submitted name passes under Rules for Submission (Rfs) V.1.b.i - Given Names - in that the given names are not the same, and Rfs V.1.b.iv - Change of Name Phrases - as each name has one phrase that is significantly different from each of the name phrases in the other names.

Please also note that simply indicating the source documentation and including copies of that documentation is insufficient summary of the documentation. Summaries should include location of referenced material, explain the construction of the name, and document and date all the name spellings.

Name returned for lack of documentation of the locative byname.}

The submitter has changed the byname completely this addressing the reason for return. While would prefer the Iberian transliteration, she is amenable to the ā transliteration change should those knowledgeable in Arabic find it necessary.
