Outlands LoI dated 2012-02-29

From the Office of Rampart Herald

Baron Randal Carrick (Randall Jackson)

Unto the Sovereigns and members of the College of Arms of the Society, does Randal Carrick, Rampart Herald send his greetings. What follows is the February 2012 Letter of Intent for the Kingdom of the Outlands. I would like to thank the following heralds for providing commentary for this letter: Mistress Francesca de Pavia, Ray-de-Soleil Pursuivant, Master Louis-Philippe Mitouard, Catspaw Herald Extraordinary; THL Eric Morrison, Hawk's Hollow Pursuivant; Lady Leonor Ruiz de Lison; Lord Andrew von Otelingen; Lady Katelin de Irlande; Lady Khalidah bint Yayah, Castle Herald; Faelan O' Laghlan, Readstan Pursuivant; Ines Alfon, Blanch Tiger Herald; Lady Shoshanah Simkhah bas Ruven; Lady Aritê gunê Akasa; Lady Rohese de Dinan, Shadowdale Pursuivant; and Gawain of Miskbridge, Green Anchor Herald.

It is my intent to register this February the following items from the Outlands College of Heralds:

This item was on the 05-2012 LoAR

1: Dairenn of Galway - New Name & New Device

Azure chapé ployé plumetty argent and vert, a fox's mask argent

Submitter desires a feminine name.
Client requests authenticity for 'Irish'.

Originally submitted as Dairine O'Laighin of Galway, this name was changed at Kingdom with submitter's consent because the submitter used the header forms, rather than the dated spellings.

[Dairine] - 'Female Irish Names' (

[O'Laighin] - 'Ó Laighin: from Irish Names and Surnames 1923' ( 'Lyons' (

[Galway] - Map of Ireland at the beginning of the 16th Century (

the change of name is based on the following precedent:

Dairenn ingen Chellaig. Name. Submitted as Dáirine inghean Chellaig, the name Dáirine is a legendary name, and hence unregisterable:

This name is returned for lack of documentation of Dáirine as a given name used by humans in period. Ó Corráin & Maguire (p. 69 s.n. Dáirine) says of this name that it was the name of a daughter of "the legendary king of Tara, Túathal Techtmar. The foster-mother of St Colmán of Daire Mór was also called Dáirine." The first example is legendary and so is not support for the registerability of this name. In the second example, Dáirine is the name of a foster-mother of a saint and is not noted as being a saint herself. Names of saints are registerable, regardless of whether they are apocryphal or not. This policy is due to the practice in many cultures (though not in Gaelic) of naming children for saints. (For more details, see the Cover Letter for the September 2001 LoAR.) As Dáirine was not herself a saint and the name has not been documented as having been otherwise used in period, it falls into the category of a legendary name and is not registerable. [Dáirine ingen Chiaragain, 06/2002, R-Atlantia]

The similar-sounding Dairenn is registerable as an early Gaelic feminine name. The submitter approved this substitution. [LoAR 10/2010, Æthelmearc-A]

"of Galway" is Lingua Anglica, and should be registerable

Submitter approved of this change.

2: Faolan O Laghan of Galway - New Name & New Device

Per chevron sable and gules, a chevron rompu between a decrescent moon, an increscent moon and a wolf's head cabossed argent.

Submitter desires a masculine name.
Client requests authenticity for 'Irish 15th to 16th Century'.
Meaning ('Faelan means wolf, O'Laighin means gray') most important.

Originally submitted as Faelan O'Laighin of Galway, the name was changed at Kingdom to accommodate submitter's desired time period and documented spellings of the surname

[Faelan] - '100 Most Popular Men's Names in Early Medieval Ireland' compiled by Heather Rose Jones (

[O'Laighin] - 'Ó Laighin: from Irish Names and Surnames 1923' ( 'Lyons' (

[Galway] - Map of Ireland at the beginning of the 16th Century (

16th & 17th Century Anglicized Irish Surnames from Woulfe by Mari ingen Briain meic Donnchada ( has: O Laghan 578 Ó Lac.áin (Ó Lacháin) O Laughane 578 Ó Lac.áin (Ó Lacháin) O Laughlen 578 Ó Lac.lainn (Ó Lachlainn) O Leighnagh 580 Ó Laig.nig. (Ó Laighnigh)

Index of Names in Irish Annals: Fáelán / Faolán by Mari Elspeth nic Bryan ( gives Fáelán as the nominative spelling for 700-900 and 900-1200 (noting the accents) and Faolán as the 1200-1700 spelling.

Galway is Lingua Anglica for the place

the device as origianlly submitted had the chevron rompeau embattled, but submitter re-drew the device and re-submitted during the Kingdom commentary period to remove the embattlement

3: Otto der Schwarzherz - New Device

OSCAR finds the name on the Outlands LoI of October 31, 2011 as submitted.

Gyronny of eight, gules and argent, four hearts in saltire sable, points to center

Submitter's name was submitted on the October 2011 LoI ( via the Outlands.

Submitter's original device, Gyronny of eight, gules and argent, four hearts in saltire sable, points to center, was returned on the September 2010 LoR ( with the following:

The Name is RETURNED for improper name construction. The proper construction of the byname "blackhearted" would be "Schwarzherz", however, because submitter does not accept major changes, this name must be returned. The Device is RETURNED for lack of a name to send it up with.

Submitter has resubmitted the name, but forgot to re-submit the device along with it.

Respectfully submitted,

Baron Randal Carrick, Rampart Herald

Kingdom of the Outlands

OSCAR counts 2 New Names and 3 New Devices. These 5 items are chargeable, Laurel should receive $15 for them. There are a total of 5 items submitted on this letter.
