This letter contains the issues raised in the October 2016 LoAR for CoA discussion. The text in this letter is copied verbatim from that LoAR; it is provided here for convenience. As with a January LoI, these matters are currently scheduled for the Pelican and Wreath meetings in April 2017. Original commentary, responses, and rebuttals to commentary must be entered into OSCAR no later than Friday, March 31, 2017.

1: Avacal, Kingdom of - New Order Name
OSCAR finds the name registered exactly as it appears in March of 2016, via Avacal.
Award of Griffins Songe
This order name was submitted on the theory that it followed a pattern of naming orders using saint's name + "other." However, in all of the documented examples found in Juliana de Luna's Medieval Secular Order Names (http://heraldry.sca.org/names/order/new/ListingOfStandardForms.html#AllSaintOther), the "other" that follows the saint's name is either a recognized object of veneration or a heraldic charge. In this instance, no evidence was provided that a "song" was an object of veneration or a heraldic charge.
Likewise, this order name is not registerable on the theory that it uses the full name of a saint. The July 2016 Cover Letter states: "We will not register orders named after the full names of saints when the surnames are inherited forms, unless documentation is found to show that this pattern follows period practice."
Neither the Letter of Intent nor commentary discussed whether this name follows a pattern grandfathered to the Kingdom of Avacal based on the June 2016 registration of Award of Griffins Agate. We are pending this item for further commentary on this specific issue.
