To all the College of Arms and all others who may read this missive, from Emma Laurel, Elisabetta Pelican, and Iago Wreath, greetings.
This letter contains the issues raised in the June 2023 LoAR for CoA discussion. The text in this letter is copied verbatim from that LoAR; it is provided here for convenience. As with a June 2023 LoI, these matters are currently scheduled for the Pelican and Wreath meetings in September 2023. Original commentary, responses, and rebuttals to commentary must be entered into OSCAR no later than Thursday, August 31, 2023.
 1: Achbar ibn Ali - New Augmentation of Arms OSCAR finds the name registered exactly as it appears in April of 1990, via Atlantia. Vert, a dragon statant erect affronty, wings displayed argent, pierced through the chest with a sword sable within a bordure engrailed argent and for augmentation the dragon between four dumbeks in cross argent This device is pended for redraw to ensure the forms match the artwork that appeared on the LoI.  2: Ástrídr Gunnvaldsdóttir - New Device OSCAR finds the name on the Gleann Abhann LoI of March 31, 2023 as submitted. Per bend purpure and azure, on a bend cotised argent five mullets palewise vert This device is pended for redraw to ensure the forms match the artwork that appeared on the LoI.  3: Joel Messerer - New Device OSCAR finds the name registered exactly as it appears in October of 2017, via the East. Argent, a dragon's head bendwise couped vert breathing flames proper, on a chief vert three kitchen knives argent This device is pended to redraw the dragon's head. On the May 2018 Cover Letter it was ruled "Depictions of animal heads as stand-alone charges should have the heads in a clearly recognizable orientation, with the neck either perpendicular to the head (couped, erased) or parallel (couped close)." In this submission, the head is roughly bendwise, and the neck is somewhere between palewise and bendwise. This was item 3 on the East letter of March 22, 2023. (https://oscar.sca.org/index.php?...)
