Artemisia LoI dated 2023-05-15 Welcome in peace Honored Sovereigns. Welcome in peace members of the College of Arms. Welcome in peace all who read these words from Sneferu Golden Pillar and the Artemisian College of Heralds, Thanks to the efforts of our very patient submitters, Braden Golden Wing, consulting heralds Gerlinde Arrow's Flight, Sayoko Spike, Sven Brazhnikov, Shauna Golden Sage, and Aletheia Northclyf, as well as commenters Aletheia Northclyf, Sláine Diademe, Michael Gerard Curtememoire, Ramon De Javier, Alys Ogress, Sven Brazhnikov, ffride Morelle, Thomasine Lestrange, Etienne Nereid, and Gunnvor Orle the following items have passed kingdom scrutiny since Atemisia's last letter (2023-04-25). Please give them your attention.
1: Alyna de la Vega - New Device (KLoI)
OSCAR finds the name on the Artemisia LoI of November 15, 2022 as submitted.

2: Christian Belamy - New Device (KLoI)
OSCAR finds the name registered exactly as it appears in November of 2019, via Artemisia.
Quarterly gules and azure, a lute bendwise sinister Or
Consulting herald Gerlinde Arrow's Flight
The question of how to blazon this charge arose in kingdom. Terms discussed included viol, lute, and gittern. The form calls it a viol, but in-person the submitter consistently calls it a lute. If that's a possible blazon, I'm sure that would be preferred.

3: Dawyd Ubiytsavolkovlev - New Name (KLoI)
(NP)
Submitter desires a masculine name.
Client requests authenticity for 10th - 12th century Kievan-Rus. Language/Culture most important. Meaning (Please preserve the spirit of the byname,) most important.
Dawyd, Rus variation of David, uses seen in the name Dawyd Igorewitsch, Russian: Давыд Игоревич, Prince of Tmutarakan (1081-1082), Dorogobusch (1084-1086), Volhynia (1086-1100) and Busk (1100-1112) and in Dawyd Sviatoslavich Prince of Chernigov, 1097-1123.
Ubiytsavolkovlev, a descriptive byname in Russian to mean "the Wolf Killer." In the patronymic descriptive byname style, "lev" is added as Ubiystavolkov ends in "ov" and keeping the masculine rule, to add the "ev" and "l" is placed after the "ov" to preserve the softness of pronounciation. Using Paul Goldschmidt's Dictionary of Russian Names grammar section as a guide.
Commentary from kingdom suggests that the suffix -lev may be unnecessary for a byname with the desired meaning. This commentary was based on the surnames Barsukov 'badger' and the Miasnikov 'butcher'. https://www.goldschp.net/archive/jobnames.html

6: River Serpent, Shire of the - New Name (KLoI)
(NP) & New Device (KLoI)
Vert, two bars wavy azure fimbriated Or, and overall a Laurel wreath argent
Meaning most important.
Etymology: The River Nadder is one of the five rivers which unite in the meadows of Salisbury, beneath the gaze of its cathedral, in Wiltshire. The name of the river is Old English: næddre means "Snake". https://wikishire.co.uk/wiki/River_Nadder
River Nadder is found in a period source Survey of the Lands of William First Earl of Pembroke: screenshots attached. Appendix F p.573. https://play.google.com/books/reader?...
The geographical feature in question is found on the map made by John Speed who lived 1551-1629. https://www.geographicus.com/P/AntiqueMap/wiltshire-spe... detailed screenshots attached. The river is labeled 'Madder Flu' on this map, but it is the river which flows past the Wilton House as referenced in the Survey of the Lands of William First Earl of Pembroke and it is labeled River Nadder on modern maps.
Consulting herald Gerlinde Arrow's Flight
In kingdom the herald of the submitting group stated the hope that lingua societatis would apply, but noted that SENA NPN1C2c does not explicitly include branch names. As an alternative to lingua societatis, kingdom hopes that the name can be documented as per a comment made by Aletheia Northclyf: Reading the documentation the Shire has made a fine case for naming their shire River Nadder, but not River Serpent. Serpent made it into English in 1306 according to the OED 2nd Ed, so Serpent could be plausible, then using the historical River Nadder, and also the historical Nadderwater (dated to 1244 at https://epns.nottingham.ac.uk/browse/id/53284f0eb47fc409... per the English Place Name Society) as a pattern for naming twisty bodies of water (like the mundane Snake River on whose banks the shire is situated).
Consulting herald Sven Brazhnikov
There is a step from core practice for the use of a fimbriated ordinary with an overall charge surmounting it.
A concern was raised in kingdom that the fimbriation may be thin line; as per the May 1989 CL. For comparison a search was made for any registered armory featuring fimbriated diminutive ordinaries. Only one example was found within the past decade, Abran de la Barra Gules, two bendlets azure fimbriated Or and overall an eagle argent (registered Dec 2014 via Atlantia, see image 1). The original submission differs from the registered example in several small ways, a number of which increase the need for clear fimbriation, so I recommended to the local hearld that the submission be redrawn to make the fimbriation noticeably thicker by ratio than Abran's. The redraw was provided promptly (please see image 2 for the original). The local herald tells me that this redraw was, "Approved unanimously by the officers and adjacent which is also beyond a super majority of the populace."

9: Sol Rosa, Canton of - New Name (KLoI)
(NP) & New Device (KLoI)
Per bend sinister wavy gules and sable, in bend a compass rose and a laurel wreath argent
Sol is a ME toponym meaning 'pond'. The MED, s.v. sol has it in locative bynames, and in place names as a prototheme and deuterotheme. Examples: Rammesole, Solefeld, Blakesal, Salom, etc.
Rosa is a 14th C ME feminine given name (found, for example, in the MED, s.v. salter and wever). Matronyms are a pattern found in England (App. A), so we can make it a byname. (It's an inherited surname in FS by the gray period.)
The pattern of generic toponym + family name is found in Juliana de Luna, "Compound Placenames in English" (http://medievalscotland.org/jes/EnglishCompoundPlacenames).
