Outlands Kingdom ILoI dated 2018-06-19

Unto the Outlands College of Heralds, our respected friends and colleagues who give freely of their time to provide commentary, and all others who come by these letters, on this 19th day of June, A.S. LIII (2018 CE), does the Honorable Lord Gauvain Eisenbein send greetings on behalf of The Honorable Lord Timothy O'Brien, White Stag Principal Herald.

Here follows the Kingdom of the Outlands' Letter of Presentation for June, 2018. This Letter contains all complete submissions received by Castle Herald between May 2 and June 1.

Anyone may comment upon the items found herein, and e-mail commentary to the herald's commentary list is encouraged. Your comments and suggestions are always welcome. Please have comments on items contained herein to Rampart Herald by July 17th, 2018. The online Rampart meeting to discuss this letter will be held July 18th, 2018. As a reminder, the College of Arms requests commentary on all items, including appeals.

Submissions heralds are strongly urged to review the guidelines at: "http://rampart.outlandsheralds.org/#castle_instructions", as items not meeting these guidelines will be pended. Pended items will be administratively returned after they have appeared on three Letters of Presentation.

All name submissions should include a satisfactory write-up in the name documentation and commentary section of the submission form (which must also be forwarded in text form to Castle). Submissions with missing, incomplete, or poorly formatted write-ups will be pended until the problem is corrected.

As a reminder, local heralds are supposed to run submission payments through their local Exchequer. Please deposit submissions funds in the local group's account and send a single check covering the month's submissions to Castle (preferably with a list of which submissions the payment is covering). It is also preferred that the submissions and payments arrive in the same month.

The provided documentation was questionable for both name elements and included MacLysaght's The Surnames of Ireland - this should be avoided for documentation in the future - "The focus of this book is on modern usage; in particular the spellings, both of English and Gaelic forms are modern." (http://heraldry.sca.org/admin.html#APPENDIXF). A commentor did leave some additional documentation which could be helpful in the rework process. Eibhili'n is an early modern Gaelic feminine name found in Anglo Norman Names under Index of Names in Irish Annals - Feminine Given Names by Kathleen M O' Brien ( http://medievalscotland.org/kmo/Amma;sOmdex?Feminine/Aibhilin.shtml ). The heading is Aibhilin with dates from 1200-1700.

O' Miri'n is a Gaelic Surname found in 16th and 17th Century Anglicized Irish Surnames from Woulfe by Kathleen M O'Brien. (http://medievalscotland.org/kmo/Woulfe/ ) The header is O" Miri'n.

Because the music notes follow the bend rather than in the default posture of two and one, there is a unity of posture issue. The bend needs to be larger. Also returned over administrative concerns as it is to be associated with The Stag Choir leading to question if this should be a Kingdom item versus a personal item, and the association issue of The Stag Choir not being a registered name. de Torquemada - Locativ. Torquemada is a small vilage in Castile Spain. As a locative name, it can be found on Spanish Names in the late 15th century by Juliana de la luna at http://heraldry.sca.org/names/isabella/MenFullNames2.html under "Geronimo de Torquemada". Numerous entries are found for "de Torquemada" on the LDS Family Search site. ex. "Marciela Baeza Torquemada ... Christened 10 Apr 1596 ... Mother's Name Ana De Torquemada" Batch Number C87207-1 See Attached.

The submitter is aware that the locative "de Torquemada" may be problematic due to the obvious connection with the infamous priest of the Spanish Inquisition. If it is deemed offensive or obtrusive, the submitter is willing to drop the locative in order to register the name.

The previous submission, Per fess sable and azure, a fess wavy between in chief five mullets of six points and in base a butterfly argent, was returned on the September 2005 LoR (http://rampart.outlandsheralds.org/2005-08-lop/0509-lor.html) with the following: {Rowena is a literary name from Monmouth's History of the Kings of Britain, and although it was not used as a given name in period, it has been ruled SCA compatible.

Kolhammer is found under "Kohlhamraer" in Brechenmacher, dated to 1573.

Commenters state that use of SCA compatible element is a weirdness. Combination of English (as the documentation is based on the History of the Kings of Britain) and German in the same name is also a weirdness per the 11/01 LoAR. This is being returned for two weirdnesses. The device appears clear, but without a name to send it forward with, it must be returned.}
