I am troubled by the submitter's statement that a meaning, 'power of magical', is most important to her, because her submission cannot reasonably be claimed to have that meaning.

If it could, the submission would run into http://heraldry.sca.org/sena.html#PN4C, which declares, "Names may not contain an unmistakable claim of ... magical powers, or divine origin." However, the name does not make such a claim.

The baby books online all say that <Kyneburh>'s etymological meaning is 'royal fortress', so there's nothing magical there, though it suggests various other sorts of power. <Æscedun> is a town named after the ash tree. While the ash figures prominently in various magical and religious traditions, <æt Æscedun> makes no claim of magical power or divine origin.

Submitter should be made aware that while the College does not allow the meaning she's asking for, there should be no problem registering the name she's submitted.

LoIs seem usually to mention what Pelican and many commenters already know well, that Appendix A allows double bynames in late-period English and that Appendix C allows mixing French and English.

Irrelevantly, I can only admire this "stunt" documentation for what one would expect to be the French or English byname <de Massard>--which seems not to be easily documentable to period, despite its use in The Leper of St. Giles by Ellis Peters, who has a reputation as a historical researcher.

Again, I think we need an expressed precedent for disallowing double given names and double surnames which create the appearance of a byname phrase in a non-English language.

The problem with trying to make "de Massard" is that we see "de" with placenames and toponyms, neither of which Massard is. The majority of the instances of Massard are as a locative byname meaning 'de la Masse', so since the 'de' element is built in, there is no reason it would ever appear with the already compound form (e.g. either Bostonian or 'of Boston' makes sense, but 'of Bostonian' is a head-scratcher). Massart/massar/massard also turns up in the DMF as a Flemish term for an exchequer/treasurer, so le Massard is perfectly sensible, but not 'de'. The given name is so late, though, that the likelihood of a marked occupational byname is low.
